Description:
NC DHHS Division of Medical Assistance is seeking a results-oriented candidate with a strong work ethic. The ideal candidate must be able to demonstrate excellent IT 
project management, negotiation, communication, and problem-solving skills. Position will work effectively with both senior-level business executives and program 
personnel on elements on preparation and deployment activities. Position acts as Division Program Executive, a liaison between the Division of Medical Assistance and 
the program office (OMMISS) that is preparing the replacement MMIS (claims) system. Activities include, but are not limited to, tracking and facilitating the necessary 
steps to ensure all approval required to advance the project through its phases, preparing monthly reporting, coordinating responses to questions about the project, 
and coordinating any scope/cost/resource changes, as appropriate. Project reporting includes briefing DMA leadership team on a regular basis. In addition to the above, 
the candidate will leverage their experience to ensure a successful solution delivery through team building. The candidate will be responsible to communicate 
effectively with project team members and other stakeholders. The candidate will be responsible for assisting with the establishment and execution of adequate project 
management controls based on industry accepted methodologies and standards and as required by the State and NC DHHS. These controls include the responsibility to 
monitor and control cost, schedule, performance, and risk; to ensure quality and security; and to perform administrative functions.

Require skills:
* Minimum 5 yrs of successful project management support experience preferably with large-scale, complex solutions in an environment of rapidly changing requirements.
* Leadership qualities with superb interpersonal and client relationship skills 
* Ability to become subject matter expert and leverage technical expertise to guide software development team to meet business requirements
* IT acumen with strong strategic visioning, tactical planning and understanding of government organizational policies 
* Demonstrated software development project management skills and ability to execute multiple concurrent objectives while partnering with business resources, vendors   
   and third-party consultants to deliver required project results. 
* Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability 
* Strong communication, negotiation and influencing capabilities 
* Project management track record of large-scale, complex IT development and implementation initiatives 
* Specific experience with project management methodologies and working in an environment consisting of multiple vendors. 
* Four (4) references will be required prior to final interview

Preferred:
* Bachelor''''s degree in Information Technology, Computer Science, or Computer Engineering
* PMP 
* Knowledge of insurance and/or medical data processing
