Project Manager (PMP) with IT Projects, Affordable Care Act, Medicaid and government experience

Description:
The Department of Health and Human Services (DHHS ) is seeking to fill a short term (approx. 12 month) contractor assignment to provide Project Management Services. The selected candidate must be a results-oriented candidate with a strong work ethic and ability to demonstrate excellent IT project management, software development management, negotiation, communication, and problem-solving skills.
The candidate will be responsible for working with both senior-level busines executives and IT personnel to execute project design, development, and installation activities and manage stakeholder expectations and will assume an IT management role for the development and implementation of the Medicaid EHR Incentive Payment System solution. In this key position, the candidate will report to the Program Consultant for the Medical Information Processing System (MIPS) for assisting with the leadership, direction, and oversight of a team(s) for all IT activities.
In addition to the above, the candidate will leverage their experience to ensure a successful solution delivery through team building, judicious application of technical resources, and providing technical leadership and oversight.
Responsibilities will include:
•Effective communication with project stakeholders
•Assisting with the establishment and execution of adequate project management and software development controls based on industry accepted methodologies and standards and as required by the State and NC DHHS (these controls include the responsibility to monitor and control cost, schedule, performance, and risk; to ensure quality and security; and to perform administrative functions).
Required:
•Minimum 10 yrs of successful experience managing development and implementation of new, large-scale, complex solutions in an environment of rapidly changing requirements
•Strong leadership qualities with superb interpersonal and client relationship skills
•Ability to become subject matter expert and leverage technical expertise to guide software development team to meet business requirements
•IT acumen with strong strategic visioning, tactical planning and understanding of government organizational policies
•Demonstrated software development project management skills and ability to execute multiple concurrent objectives while partnering with business resources, vendors and third-party
•consultants to deliver required project results
•Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability
•Strong communication, negotiation and influencing capabilities
•Proven leadership/project management track record of large-scale, complex IT development and implementation initiatives
•Proven experience on multiple projects bridging business and technical domains to achieve project success
•Specific experience with project management methodologies and working in an environment consisting of multiple vendors
•Knowledge of the Affordable Care Act''s provisions applicable to the project is strongly desired
