MANDATORY Requirements:

a. A minimum of six (6) years experience coding in ANSI Standard SQL.
b. A minimum of six (6) years experience interpreting physical database models and understanding relational database concepts such as indexes, primary and foreign keys, and constraints using Oracle.
c. A minimum of six (6) years experience working with Oracle version 9i or later.
d. A minimum of six (6) years experience in using ORACLE programming tools (SQL Plus, PL/SQL, SQL Loader or other ORACLE database programming tools).
DESIRABLE Experience:
(Scores will be assigned based on the length of the experience.)
a. Experience coding in PL/SQL, especially Packages and Procedures.
b. Experience with Sybase PowerDesigner 9.0 or higher.
c. Experience with writing, optimizing, and troubleshooting dynamically created SQL within Procedures

d. A minimum of six (6) years experience in performing business process analysis, business process improvement, and re-engineering.
e. A minimum of six (6) years experience in conducting JAD sessions, focus groups or individual interviews for requirements elicitation; determining and documenting business, technical and data requirements; developing business rules; and developing metadata.
f. A minimum of six (6) years of experience in object-oriented analysis and design of which a minimum of two (2) years must have been in UML (Unified Modeling Language) using standard UML techniques such as use case, activity, sequence, class, and component diagrams.
g. Ability to clearly and correctly communicate in both written and spoken English.

g. Experience in analyzing and reverse engineering an existing computer application and documentation in order to organize, categorize, and more formally document business rules, use cases, and/or system requirements.
h. Experience in developing test plans and creating and executing automated test scripts using test management tools and tracking and addressing defects identified in testing and production.
i. Experience using IBM Rational Requisite Pro (Version 6.0 or higher).
j. Formal education in business analysis (list courses and dates, or associated degree with date).
k. Current International Institute of Business Analysis certification (Certified Business Analysis Professional). Provide CBAP number and date of certification.

Duties: quality assurance activities including the development and execution of software test plans, scripts, and scenarios; regression testing; evaluate test results and software performance; identify technical and functional defects; and assist the Agency in performing use acceptance test.
Examples of Quality Assurance activities and responsibilities that will be required of the Contractor in this project include, but not limited to:
· Develop test plans, scenarios, and test cases that will exercise the business, functional, and technical requirements of the system;
· Develop test data for use in executing the QA phase of the systems development life cycle (SDLC);
· Develop and execute test plans and scenarios including regression and volume tests;
· Evaluate test results and performance of software;
· Identify technical and functional software defects;
· Work with the project team to complete the QA process to bring the software quality to a level where it can be delivered to Agency for user acceptance tests;
· Assist Agency in performing user acceptance tests.
