Specific Duties and Responsibilities: 
The Materials Management Office’s Office of the State Engineer (MMO/OSE) needs a web-based application for their customers to provide quarterly updates for their 

Indefinite Delivery Contracts (IDCs). 

General Information
1.The IDCs contain one or more “delivery orders” (DOs) for different types of services; i.e., construction, A&E, etc. That DO has its own number, a date, description, 

basic fees and sometimes additional fees. Some of the agencies also track reimbursable fees, which are not included in the IDC total value of expenditures.

2.Each IDC has specific contract term and a total amount of money that cannot be exceeded.

3.Each DO contains a date, a number, a description, and an amount and needs to be marked with OSE reviewer’s initials and the date once it has been reviewed.

4.Customers:
a)Will have a username and password (one per agency).
b)For data entry activity, need: 
(1)User to be able to enter a new IDC based on business rules. Once the user has entered the IDC and “saved” it, it is not changeable unless MMO/OSE changes it. User 

could delete it and start over if no DOs were added.
(2)User to be able to enter DOs to a new or an existing IDC as needed & correct DO data for any one quarter until the quarter is “closed.” 
(3)User to be able to certify that all information is complete by the end of the month following the quarter. Then no editing can be allowed for that quarter. 
(4)User to be able to make amendments to any DO in subsequent quarters. The DO amendment will relate to the DO by using the original DO # plus an extension for the 

amendment number. 
(5)Application to tally total DOs online as data is entered.
c)Need to be able to upload information if they choose.
d)Need to be able to download information by date range.
e)Need to be able to denote “no activity” for any quarter, if applicable.
f)Need to do reports by date range (reports to be defined).
g)Agency Quarterly Reports will be viewable to the public on the web (to be defined).

5.MMO:
a)Some IDC contract fields can be changed at any time. Those are: Expiration date; Contract Description; Contract Amount. Once an IDC has been created, only MMO/OSE 

can change those fields.
b)Needs to be able to mark all DOs as having been reviewed. Review will have person’s initials in that field that can be gotten from a table containing username & 

initials. Date reviewed would also populate at that time.
c)Needs to be able to download data by agency and/or by date range.
d)Needs reports as provided (probably with ability to do a date range).

4.Extensive knowledge of and experience with Oracle RDBMS, data base programming concepts and languages (including Oracle APEX, PL/SQL, C#, Javascript, VB/Studio and .NET and other relevant object oriented programming and scripting tools). 
5.Good oral and written communication skills

1.Knowledge of and experience with software systems design and integration technologies including methods and strategies for enterprise systems development, operation and maintenance.
