DAILY DUTIES / RESPONSIBILITIES:

A Replacement MMIS Subject Matter Expert (SME) is responsible for evaluating agency needs, as-is and to-be business processes, and technical designs to provide analysis and advice on strategies for information technology solutions and non-technical solutions. The majority of the system development work will be outsourced to vendors and other State organizations.

 

Duties include:

     Requirements development execution, including the elicitation,

analysis, specification and validation.

     Documenting and analyzing agency business processes and recommending

improvements.

     Documenting and analyzing data requirements and relationships.

     Participate in the requirements management processes, including

change control; version control; tracking and status reporting; and traceability.

     Providing requirement interpretation and guidance to technical and

test teams.

     Proactively identifying risks, issues, and action items leading to

possible solutions.

     Interacting with internal and external organizations (i.e. vendors,

State and Federal government agencies, State providers and beneficiaries, and other stakeholders).

     Participating in standup of business operations supporting the

Replacement MMIS.

     Planning for, conducting, and reporting on testing and other quality

assurance activities.

     Other related activities.

 

Client is seeking a SME with the business expertise and operations experience, information technology project experience, and interpersonal skills necessary to enable success on this high- visibility project. Subject matter areas must include medical policy (supported by a clinical background, if possible) and reference data management.

 

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

 

     Strong background and at least ten years experience in Medicaid

business operations (state and vendor side experience preferred).

Experience in multiple business areas is a plus. Note: IT operations are not the same as business operations.

     Experience working for a state Medicaid agency, a Medicaid fiscal

agent vendor, or CMS. Experience with more than one of these organizations is a big plus.

     At least three years experience in healthcare insurance IT software/

systems implementations and operations.

     Ability to properly document business requirements.

SCOPE OF THE PROJECT: A Database Administrator will be provided to assist the South Carolina Department of Education’s (SCDE) programming staff with the development of operational data stores (ODS) that will be used to feed data to SLICE (South Carolina Longitudinal Information Center for Education). Development of these data stores will include designing data models for each data store as well as coding the SQL scripts that will be used to build each data store. This DBA will be expected to understand how to connect SQL scripts to SharePoint 2010.

 

DAILY DUTIES / RESPONSIBILITIES:

1.    Under the direction of the SLICE Project Manager maintain the data

design documents and data stores for SLICE.

2.    Work with SLICE Project Manager to develop ETL procedures for any

data sources to be loaded into SLICE.

3.    Using SQL Reporting Services and SQL Analysis Services to develop

scripts to generate report output from the Longitudinal Data Warehouse.

4.    Work with the SLDS team to design data models and develop content

for the data warehouse.

5.    Coordinate with other DBAs on staff to ensure SLICE data models are

in sync with data models for  SCEDS II.

6.    At the direction of the SLICE Project Manager, work with the EEDA

Data Manager.

7.    Work with the SLDS Data Warehouse Core Team on all tasks as

assigned by the SLICE Project Manager.

8.    Maintain up-to-date documentation on all data stores assigned.

9.    Provide status reports as defined by the SLICE Project Manager.

10.   Work not to exceed 40 hours per week per consultant.

11.   The work performed will be primarily conducted at SCDE facilities

located in Columbia, S. C.

12.   Knowledge of SQL versions 2003 – 2008 is expected.

 

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

It is expected this person has 6+ years of relational database and SQL Server experience as well equal number of years experience with development tools MS Analysis Services, MS Excel and SQL Query Manager. Five years of SQL Server 2005/2008 experience is a must. Must have current experience using SQL Server Reporting Services and SQL Server Analysis Services.

Knowledge of SharePoint will be essential for this consultant to work on SLICE as well as knowledge and experience with XML.

 

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE): Knowledge of public education and South Carolina Department of Education's mission, programs and objectives as well as FERPA compliance is helpful.

The Medical University of South Carolina (MUSC) is planning to implement an enterprise-wide Enterprise Resource Planning system across its three major entities. These entities are the University, Hospital Authority and University Medical Associates. MUSC is seeking expertise to conduct a Readiness Assessment for the implementation of a new ERP individual(s) that can assist MUSC in performing a Readiness Assessment.  The individual(s) must have both industry specific and commercial product knowledge and expertise.

 

SCOPE

There are two goals of this Readiness Assessment.  The first is to provide an independent evaluation of the ability of MUSC to organize and implement a new ERP solution.  This would include an evaluation of each organizations strengths and weaknesses needed to carry out such a project. The second goal is to help MUSC define, organize, staff, budget and plan its ERP project in the best possible way, given the results of the readiness assessment. This would include specific recommendations along with a roadmap that would reduce the risk and improve the potential for success of this large-scale project.

 

It is expected that the readiness assessment will include interviews, focus group sessions, online questionnaires, and an examination of various project documents.

 

Individual interviews will be held with key stakeholders such as functional staff members, technical staff members, the Provost, selected Vice Presidents and Deans, faculty, and University executives within each of MUSC’s entities.  Additionally, focus group sessions, questionnaires, and an examination of the current system environment will be conducted.

 

An Online Survey will allow a broader range of stakeholders to be reached and to collect broad faculty input regarding the “readiness”

of the campus for such a project.

 

Critical Issues sessions will be facilitated with project stakeholders to collect input regarding (1) major tasks that will have to be carried out in order to be successful, (2) potential problems that could occur, (3) questions that will have to be answered before the project starts, and (4) assumptions about the project that must be documented and validated.  These sessions will provide information that will be incorporated into the project plan, the project communication plan, and the project risk analysis.

 

DELIVERABLES

Deliverables should include:

 

(1) A Readiness Profile that highlights for each MUSC entity its strengths, weakness and overall readiness related to a) Culture, b) Function, c) Technology, d) Project Management and e) Resources.

(2) Provide an overall implementation strategy for the ERP system that includes a) Project Budget, b) Staffing Requirements, c) Project Approach, d) Timeline, e) Risk Mitigation Plan, f) Training Plan, g) Communication Plan, h) Project Organization, i) Identification of Project Roles and Responsibilities, and j) Critical Issues.

 

      The Communication Plan will include:

1.)   Project Website

2.)   Stakeholder Briefing Sessions

3.)   Critical Issues Sessions

4.)   Individual Interviews

5.)   Online Questionnaires

6.)   Feedback Sessions

 

(3) Develop a detailed list of functional and technical requirements for MUSC’s new system based by obtaining input across the campus from a wide range of campus stakeholders.

(4) Utilizing the detailed functional and technical requirements list and the Readiness Profile, provide an informal market analysis of available software solutions to determine a functional fit analysis.

 

REFERENCES

Provide references specifically related to the individual that would be performing the readiness assessment at MUSC. Include both industry (e.g. Higher Education, Healthcare, Physician practices) and ERP product (e.g. INFOR, Oracle, PeopleSoft, Lawson, Datatel, SunGard,

etc) experiences.

 

OPTIONAL SERVICES IF MUSC DECIDES TO PROCEED WITH AN RFP FOR AN ENTERPRISE ERP - (Formal RFP solicitation will be issued by the ITMO on behalf of MUSC).

(1) (Optional) Assist MUSC as a Subject Matter Expert (SME) during the RFP process

(a) Provide expertise as a non-voting member to the committee members

The LIMS shall be developed in accordance with NCDA&CS ITSS Software Development and Database standards and Statewide ITS architecture standards.

 

The Agronomic Division’s Nematology, Plant, Waste, Solution, Media, and Soil Testing laboratories utilize the LIMS to:

- Track and manage various sample analyses through the entire process of laboratory analysis

- Collect laboratory and grower data

- Perform calculations for recommendations

- Generate end-user reports

 

Responsibilities Include but are not limited to: 

- Develop LIMS software based on existing Screen Prototype and Functionality design documents. The LIMS software shall include the following:
