The Replacement Medicaid Management Information System (MMIS) project is one
of the largest IT projects for the State of South Carolina. It is a
multi-year effort to replace the State's aging MMIS, eligibility system, and
related applications with a modern, service oriented architecture based
system. This project will be very complex and will demand exceptionally high
quality team members.

RESPONSIBILITIES:
A Replacement MMIS Subject Matter Expert (SME) is responsible for evaluating
agency needs, as-is and to-be business processes, and technical designs to
provide analysis and advice on strategies for information technology
solutions and non-technical solutions. The majority of the system
development work will be outsourced to vendors and other State
organizations.

Duties include:
.       Requirements development execution, including the elicitation,
analysis, specification and validation.
.       Documenting and analyzing agency business processes and recommending
improvements.
.       Documenting and analyzing data requirements and relationships.
.       Participate in the requirements management processes, including
change control; version control; tracking and status reporting; and
traceability.
.       Providing requirement interpretation and guidance to technical and

The Client is seeking multiple SMEs covering the breadth of functions within
the State's Medicaid agency with the business expertise and operations
experience, information technology project experience, and interpersonal
skills necessary to enable success on this high- visibility project. Subject
matter areas include provider management, member (beneficiary)
management/eligibility, claims (professional, institutional, pharmacy,
dental, durable medical equipment, transportation, etc.), third party
liability, financial management, reimbursement methodology, drug rebate,
prior authorization, managed care, behavioral health, long-term care,
program integrity, electronic health records, benefit plan administration,
etc.

REQUIRED SKILLS (IN ORDER OF IMPORTANCE):
.       Strong background and at least three years experience in healthcare
insurance operations (payer or provider side; government or commercial

.       At least three years experience in healthcare insurance IT software/

RESPONSIBILITIES
This position assists the agency with meeting its mission critical goals by assuring the availability of the Network Servers and related equipment.

The ability and qualifications to develop, support and maintain the SQL server environment at client site. This position supports the Systems and Network Communications Staff of the client.

The servers in information systems supply the access necessary for all SCDSS programs supported by the agency.  With the increased work-load created by new applications and additional employees, the client needs to have personnel that possess high-level knowledge of Microsoft Windows products to include SQL server as well as providing support and expertise for the  Network, and the installation, setup, and maintenance of  databases.  He will also be available to provide technical expertise in the installation and support of new and emerging technology.  This individual will also support and analyze security related events.

The duties to will fulfill include:

1. Acts as the expert of the departments SQL Server environment.  Duties will include but are not limited to performing installation, management, monitoring, securing, and systems maintenance to departments SQL servers to ensure a proper operating environment, performing any hardware and software upgrades to the SQL servers and installs new and enhanced products, performance tuning, at all stages, including database and system design, physical database implementation, query execution plans, etc..  Conducts post-installation studies, evaluations and documents procedures used in day-to-day operations, provides support to System Programming staff.  Integrates and assists with operability of Mainframe to Microcomputer communications.
2. Maintains SQL server security and accessibility.
3. Consults with vendors on software packages and hardware needed in the department operation of web servers. Incumbent will offer recommendations for upgrades and enhancements of network, server and desktop systems to the IT manager for consideration for overall performance of departments SQL server systems.
4. Designs and writes programs to interface with microcomputers and mainframes.
5. Documents agency-wide standards and policy for the SQL Servers in the department

Responsibilities

First, the consultant will manage the project’s accounting and finances. In this role, the Financial Manager will lead all efforts associated with cost estimation; budget preparation; funds management; financial reporting; and contract pricing and price negotiation. The consultant will work with the SCDHHS Finance and Administration staff in performing these duties. SCDHHS is also exploring the use of one or more incentive contracts for the project. The Financial Manager will play a key role in determining how incentives are managed.

 

Second, the consultant will serve as the project liaison to the Deputy Director for Finance and Administration. In this role, the consultant will represent the Deputy on the project on a daily basis and act as the "voice of the customer". Role: To establish the application architecture of and lead the design and development of a Microsoft .NET C# web-based application to replace an existing application written in IBM's VisualAge Generator.

Deliverables: 

1. A functioning architecture and design for the application.
2. UML models and other documentation of the architecture and design.
3. Assistance with establishing a formal software development lifecycle utilizing the Rational Unified Process.
4. Mentor developers and transfer knowledge of architecture,design and coding to the development team.
5. Guide and contribute extensively to the ongoing development, review, and adoption of best practices for software development and application architecture.

Qualifications : 
1. A Minimum of 7 years as  an Application Architect
2. A Minimum of 7 years of Object Oriented Analysis and Design (use case realization and object modeling), multi-tiered application architecture and application integration architecture (including SOA).
3. A Minimum of 5 years of .NET C# coding experience
4. A Minimum of 7 years of UML modeling
5. Must able to describe in great detail SDLC techniques and artifacts used in designing and implementing software systems using a use case driven methodology.
6. Strong communication skills with the ability to facilitate meetings with business and technical staff.

Job Description:
Responsible for the analysis, development, modification, installation, testing and maintenance of operating systems software. Possesses a strong understanding of systems programming, graphical user interfaces and control languages. Evaluates vendor supplied software packages and makes recommendations to IT management. Diagnoses, isolates and de-bugs software problems and performs problem resolution.
