SCOPE OF THE PROJECT:
This project shall extend the functionality of the State’s SLR to meet the requirements for Meaningful Use data collection for year 2. The project’s development and testing period must ensure release prior to January 1, 2012. Clemson University’s Medicaid Information Technology Services (MITS) team develops and operates systems on behalf of the State’s Department of Health and Human Services (SCDHHS). Clemson’s MITS team will be responsible for the project management and oversight of this project.

DAILY DUTIES / RESPONSIBILITIES:
The Software Team Lead is responsible for leading the team that will design, develop and implement the State’s SLR for Meaningful Use, Year 2. The Team Lead will have a development team of three software engineers, will collaborate closely with the State’s HIT team for requirements and Clemson’s infrastructure team for operations. The Team Lead will also have access to existing testing, database and support resources as needed.

This position will provide the leadership to a small software development team for the South Carolina’s State Level Repository (SLR – see http://hit.scdhhs.gov/hit) that is part of the Department of Health and Human Services Health Information Technology (HIT) initiatives and its EHR Incentive program. 

The State’s Department of Health and Human Services has already developed the first phase of the SLR (currently operational) and is working to expand the solution to meet the Meaningful Use data collection required for year 2 of the program. 

The State expects the SLR Team Lead to:

1. Lead the design of the next phase of the SLR develop including assessing the current solution and other state solutions (source code available);
2. Closely coordinate with the State’s HIT team to define the requirements;
3. Lead discussions with other state SLR development teams to collaborate as possible and practical;
4. Oversee and participate in the development of the next phase of South Carolina’s SLR;
5. Coordinate with Clemson’s infrastructure team to deploy and test the solution;
6. Ensure the system is ready for operations (prior to January 1, 2012;
7. Oversee documenting the solution and training State staff for on-going maintenance.

The NC Department of Insurance (DOI) is seeking to fill a short term (approx. 12 mo.) assignment for a project manager to help plan for and begin development of necessary business processes and technical platforms required to build a North Carolina-based Health Benefit Exchange (Exchange), as mandated by the 2010 Affordable Care Act. A seasoned, hands-on project manager (PM) is required to support the implementation efforts to ensure that business capabilities are delivered on time and within budget.

Primary Responsibilities include:

• Directly plan and manage the implementation of project components related to the Exchange, including developing RFP(s) for information systems and business functions. 

• Integrate the work of teams at NC Department of Health and Human Services who are delivering technology components for the Exchange with the technical, business process, and organizational work of the DOI team. 

• Communicate project information, issues, or status to the management/policy team through various methods including written reports and presentations.

• Oversee the work performed by key DOI resources assigned to the project, specifically up to 4 business analysts and 2 systems analysts/architects.

• Manage the interaction of the management/policy team with business and technical teams as necessary.

4.     At least 4 years experience as a database architect/developer in an Oracle 10g or higher environment developing packages, stored procedures, views, triggers and functions  etc.

5.     At least 4 years experience monitoring and improving the performance of an Oracle 10g or higher database for a large  scale n-tier application 

6.     At least 4 years experience in the design and implementation of data warehouse and data mart activities in a large scale database environment 

7.     At least 4 years experience in performing knowledge transfers to client staff of Oracle database techniques supporting the development of database structures for large scale n-tiered applications
