Department of Natural Resources is seeking to acquire the temporary services of a database/ applications programmer to provide application programming support to the Hunter-Boater Education program.  This position will provide fixes to four known problems with the existing program and will provide eight specific enhancements to the application.  The following specific duties and responsibilities have been identified for this position at the SC DNR.

 

Provide bug fixes to the existing Hunter-Boater Education Program

1.    Limit the address field to 50 characters throughout the program.

2.    Fix card printing error where Customer state and zip are not

displayed on zip codes that begin with a “0”

3.    Debug Customer address problem where customer shows up on the

initial customer query, but all of the address information (street, city, etc) is not displayed on the edit screen.

4.    Work with database and system management staff to identify problem

with transactions performed on Program Director’s computer that do not occur when Program Director uses other agency computers to perform the same functions/transactions.

 

Provide enhancements to the existing Hunter-Boater Education Program

1.    Develop procedures to print Bowhunter, Trapper, and Instructor

Cards

2.    Develop data exchange mechanism to write changes in Oracle database

to a table to be downloaded daily to Unisys mainframe DMS II database using existing stored procedures to write mainframe records in a standardized format.  The application currently writes its changes to a text file which opens the possibility of concurrency issues.

3.    Develop a procedure in Oracle database to identify classes that

need to be printed once data is downloaded from Kalkomey Event Manager and update process date field when printed.

4.    Enhance system to validate that record entry or edit was completed

prior to proceeding to the next record or exiting the system.  The system must flag a record entry as invalid unless it has First Name, Last Name and DOB at a minimum.

5.    Update the Instructor Application so that it shows current

certification for instructor (whether they are HE, BE, BowHunter Ed, or Trapper Ed) as well as synchronizing our Instructor database with the Kalkomey database (since we decided that this would be the database of record).

6.    Need to develop protocol within system to handle students who may

be re-taking Hunter/Boater Ed due to being suspended who are already showing a certification date.  Need the most recent certification date to populate the appropriate certification date field.

7.    Check table status prior to inserting a record in the

LICENSE.CUSTOMER or LICENSE.ADDRESSES_RAW tables to ensure that the table is not locked.  Application currently will attempt to insert into a locked table and will time out without throwing an error message so that it appears that the insert has occurred when it has not.

8.    Enhance the Instructor status field to provide check boxes for

Hunter Ed, Boater Ed, Bowhunter Ed and/or Trapper Ed instructor flags.  This will require modification of the application to insert record in HBE_INSTRUCTORS table when INSTRUCTOR flag is checked.

This request is for one (1) Senior Database Administrator to assist DTMB and MDOS with Oracle database administrative services for the Qualified Voter File (QVF) and MDOS Inventory systems.

 

B.    Background on the work requested

The QVF and Inventory systems are two very critical systems for the Michigan Department of State. They are required to be available and functional in order to support the Branch Office operations and the Elections in Michigan. The technology used for the systems is Oracle and it requires specialized Database Administrator's support and expertise. The Michigan Department of State Saleable and Non-Saleable Inventory system is a computer system accessed by state employees from a remote location in downtown Lansing. The system manages the sales and inventory for vehicle registrations for the State of Michigan. An Oracle database and suite of Oracle Manufacturing software written in several languages to include Java, C, SQL/Plus, and Oracle Forms and Reports are implemented in this system. The Qualified Voter File (QVF) Voter Registration system is a computer system comprised of a large central database and approximately 468 client databases at different locations in the state. Software to implement the system is the Oracle Database and custom applications written in various languages to include PL/SQL, SQL and C. The QVF Voter Registrations system utilizes the Updateable Snapshot Replication feature of the Oracle database to integrate and manage data from election officials and other state sources.

 

C.    Objectives

     The contractor shall continue the maintenance and support of the QVF

and Inventory systems. This includes archiving data, database tuning, assisting end users with issues, troubleshooting and fixing any issues with server processes, performing data clean up as needed

     Complete Business Application Modernization (BAM) project for QVF

server processes.

     Complete the Disaster Recovery project for QVF.

     Complete the Inventory system hardware & software upgrade project.

Oracle database will be upgraded to 11g and the Oracle Application Suite will be upgrade to Oracle Applications Release 10.2.

     Provide software development support for the QVF Michigan Voter

Information Center (MVIC) website.

     Provide knowledge transfer to DTMB Employees to enable them to

continue development and maintenance of these systems.

 

D.    Agency technical environment for the work

The QVF is an Oracle 10g Database maintained on an HP Server running UNIX.

The Inventory is an Oracle 9 Database, with Oracle E-Business Suite 11.5, maintained on an TRU64 Unix Server.

QVF server processes software is written in Proc C, C, PL/SQL, Java, KSH, and UNIX utilities such as AWK and SED.

 

E.    Description of the requested work, including deliverables and

knowledge transfer

The Contractor shall conduct ongoing system maintenance, enhancements and upgrade activities to the QVF databases, Inventory database, and QVF server processes. Additionally, the Contractor shall conduct knowledge transfer sessions with MDTMB on the supported systems. The Contractor shall be responsible for the following duties:

     Monitor databases, server processes and deploy break fixes under the

direct supervision of DTMB and MDOS staff.

     Provide all documentation and all source code for all supported

systems to DTMB and MDOS.

     Clone production systems to development environments as required to

allow for the implementation and testing of new features, required upgrades, and problem resolution, and trouble shoot performance problems on both systems.

     Assist developers in the use of efficient codes and appropriate

technologies and platforms.

     Manage the fragmentation and chaining for Oracle tables.

     Update system specific documentation as needed.

     Create change recommendation documents as required.

     Attend business requirements meetings and review requirement

documents with MDTMB and MDOS for any new development projects.

     Provide monthly status reports.

     Respond to authorized service requests at the request of DTMB and

MDOS Project Managers.

     Move code changes from development and testing into the production

environment. The move to production is dependent upon a successful User Acceptance Test and will follow the established Request for Change (RFC) process.

     Schedule and conduct sessions with DTMB staff to review in details

the supported systems.

     Capture additional file classes required by FBI

     Capture additional data elements required by FBI and as needed for

MICR crime reporting.

     Capture new lookup table codes and allow for maintenance of those

tables by section personnel.

     Capture law enforcement agency demographic, contact, vendor and

other historical information

     Capture law enforcement agency errors that are deleted if new

submission is accepted into database..

     Develop tools to track and trend crimes by law enforcement agency,

file class, error rates, and identify statewide fluctuations.

      Develop a system to track different types of errors and their frequencies.

      Develop a system to track warnings, if and when corrected

      Develop a suspense file for incidents in need of attention due to errors or

      warnings

      Develop system to capture number of submitted incidents for different time

      frames.

     Program edits and/or changes needed for MICR and National Incident

Based Reporting System (NIBRS) reporting.

     Make program changes needed for crime mapping of address

information.

     Allow XML data input formats to be accepted by MICR/NIBRS.

     Develop testing environment for vendors to use when conducting

system testing of their product.

     Identify and make changes needed for MICR portal, crime statistics

website, and Crime Reporting Database (CRDB).

 

Technical environment:

All work will be performed within the Criminal Justice secure network (CJIS Zone 3).  The MICR system is written in Java, with an Oracle database.  Ad hoc reports are written using Crystal Reports.

 

Description of the requested work, including deliverables and knowledge transfer The Senior Programmer/Analyst will work under the direction of DTMB, and with Crime Reporting Section (CRS) staff, to understand business needs and conduct research for improvement to the existing system.

They will review existing documents developed for improving the MICR system and specification documents developed by the FBI for state

certification to be used as guides in programming.   Programmer/

Anlaysit will assist CRS staff in development of new MICR compliant specifications for agencies with vendor records management systems.

 

The Senior Programmer/Analyst  will be required to:

     Review FBI “Property” specification document.  Determine and make

changes within MICR/NIBRS program.  Conduct system testing and work with CRS staff through final acceptance testing.  Document changes.

     Review FBI “Location” specification document.  Determine and make

changes within MICR/NIBRS program.  Conduct system testing and work with CRS staff through final acceptance testing.  Document changes.

     Review FBI “Cargo Theft” specification document.  Determine and make

changes within MICR/NIBRS program.  Conduct system testing and work with CRS staff through final acceptance testing.  Document changes.

     Review FBI “File Class” specification documents (Human Trafficking/

Prostitution, etc.).  Determine and make changes within MICR/NIBRS program.  Conduct system testing and work with CRS staff through final acceptance testing.  Document changes.

     Review existing  Agency Contact, Tracking Tolerance and Suspense

(ACTTS) document.  Determine ways to store all existing agency information captured in the section’s Access Database and to improve tracking and trending of each agency’s crime data.  Create method for capturing errors in a suspense file until they are corrected by new agency submissions.  Work with DTMB Database Administration (DBA) staff to develop system changes to the MICRDB and other databases that might be affected.  Conduct testing through final acceptance and write up all related documentation.

     Enhance MICR portal application with the use of drop down choices.

Modify administrative portion with the ability to inquiry, extract a report, and modify lookup table codes for maintenance of those tables by section personnel when program edits are not required.

     Conduct research along with CRS staff on existing mapping options

currently in use and different geo-coding options.  Determine if these options could be used as a layer to an existing system to map crimes by creating address data fields in MICR.

     Research, program, and document the option for vendors to submit

data in XML data input formats.   Implement XML formats within MICR

transfers to NIBRS, MICR website, and CRDB if improvements to system performance can be realized.

     Develop testing environment for law enforcement Records Management

vendors to use 24 hours a day that will generate a status report of the file that was processed and whether errors occurred.  The system will allow a vendor to indicate how to conduct processing prior to a file submission such that a vendor can test a single file or multiple files and be able to indicate whether or not previous files must be deleted prior to processing or appended in sequential order.

 

Make programming changes needed for MICR portal, crime statistics website, and CRDB due to format structures being changed by new data

elements added to the Oracle DB.   Correct or add any programming

elements to stay compliant with FBI requests.

 

Work with section analysts to develop a new version of the MICR handbook/specification book for each program change.

 

Expectations for proper documentation as per DTMB’s SUITE process is required. User acceptance testing and all associated efforts must be included in the scope above.

IN4042-1 - ASP.NET Developer with EMR, EHR, HL7, DB2, C#, Visual Studio, Crystal Reports and Radarcube experience

DAILY DUTIES / RESPONSIBILITIES:

 

These contractors will work closely with the Director of the Division of Application Development to identify and prioritize work-load and scheduling. They will also work closely in a technical capacity with technical and program area staff in various areas to complete this project. The technical skills required for this position are outlined in the Beeline System. Each position will be utilized 37.5 hours per week for the duration of this project. Prior Electronic Medical Record (EMR), Electronic Health Record (EHR) and Health Level 7 (HL7) development experience, while not required, will be weighted heavily.

This project will further enhance the current Client Automated Record and Encounter Systems (CARES) by continuing development on the new Preventive Health (PH) module and integrating with existing CARES modules.

 

The PH module will become the electronic medical record (EMR) for DHEC clients and as such will be built with full audit control functionality to ensure authenticity, integrity, and confidentiality.

The contractors will be responsible for coding, documenting and testing of the various components of the PH module. All code will be written in ASP.NET. All code will be properly documented using XML documentation standards.  All data will be housed in DHEC’s DB2 enterprise database. The positions will require extensive liaison with the Information Technology staff within the agency and the CARES data analyst.The functional requirements, business rules, screen layouts and database design have been completed.

 

This scope of work consists of the following tasks:

 

Task 1:  Coding, documenting and testing of the core PH module to connect the presentation layer and business logic to the DB2 database.

This includes comprehensive data audit trails, error/event logging and communication with existing CARES modules.

Task 2: Coding, documenting and testing of the licensed professional credentialing module.

Task 3: Coding, documenting and testing of the reference data maintenance module.

Task 4: Coding, documenting and testing of the reporting and data analysis and import export modules. This includes standard interfaces with the South Carolina Health Information Exchange (SCHIEx).

Task 5: Coding, documenting and testing of the data conversion module.

This will translate data from DHEC’s legacy system into the new PH module data format.
