SCOPE OF THE PROJECT:
THIS PROJECT INCLUDES MAKING FEDERALLY MANDATED HIPAA 5010 CHANGES FOR EDI HEALTHCARE TRANSACTIONS FOR THE MEDICAID SYSTEM OF SC. THIS POSITION WILL INVOLVE THE COORDINATION OF THE TESTING OF THESE HIPAA 5010 CHANGES WITH 1) REPRESENTATIVES FROM HOSPITALS, DOCTOR’S OFFICES, HEALTHCARE CLEARINGHOUSES, MANAGED CARE ORGANIZATIONS, ETC., 2) SC DHHS 5010 PROJECT TEAM, AND 3) MEDICAID IT SERVICES 5010 PROJECT TEAM AT CLEMSON UNIVERSITY.
DAILY DUTIES / RESPONSIBILITIES:
Under general supervision, the External Test Coordinator will coordinate the testing of code, system, and configuration changes for the HIPAA 5010 Upgrade, mandated by the Centers of Medicare and Medicaid Services (CMS), with Medicaid IT Services at Clemson University (CU), the Department of Health and Human Services (DHHS) of the State of South Carolina, and external trading partners, i.e., hospitals, clearinghouses, managed care organizations, healthcare providers. The External Test Coordinator will work collaboratively with the CU 5010 Program Manager, the CU Quality Assurance (QA) Manager, CU Development Team Manager, and the DHHS 5010 Project Manager. The External Test Coordinator will report to the CU 5010 Program Manager.
Job Duties:
• Identify external trading partners with whom testing is required.
• Determine what interaction with MCCS, if any, is required for 5010
external testing and coordinate this interaction with MMCS, CU, DHHS, and external trading partners.
• Work with DHHS 5010 Project Manager to develop and distribute a
general public notification of testing timelines to external trading partners.
• Create a schedule of timelines to include dates when each HIPAA 5010
Transaction will be ready for external testing and dates when each external trading partner is scheduled for testing. Include any known dependencies.
• Create a plan to assess vendor readiness for 5010 external testing.
Include the identification of correct artifacts that external trading partners must have prior to testing.
• In conjunction with the established test procedures used by CU QA
and DHHS Medicaid, determine and document test procedures to be followed by the external trading partners. Communicate these test procedures to the external trading partners.
• Work with CU QA and DHHS 5010 Project Manager to develop a process
for documenting defects identified when testing with external trading partners and the resolution of such defects.
• Develop a re-test strategy with external trading partners 1)
following the resolution of defects in the Medicaid MMIS System and 2) following the resolution of defects in the code of the external trading partner.
• Develop a detailed procedure to keep track of the status of testing
with each identified external trading partner.
• Coordinate the execution of external testing with CU QA, CU
Development (as needed), DHHS, and the external trading partner, performing near real-time analysis of observed performance during and immediately after test execution. For defects or issues identified during testing that require more than immediate time to resolve, document these defects or issues and continue with testing as is appropriate.
• Coordinate the verification of test results with CU QA, DHHS, and
external trading partner.
• Work with CU QA to develop a test plan for external testing,
utilizing any materials already used by CU QA and DHHS User Acceptance
(UA) testing. Positive and negative testing scenarios should be used.
• Work with CU Medicaid Information Technology Services (MITS) in
Seneca, SC and DHHS 5010 Project Team in Columbia, SC. Job will require some travel to DHHS offices in Columbia, SC. (Travel expenses will be reimbursed to contractor based on the policies of Clemson
University.)
• This position may require working more than 40 hours per week on an
as-needed basis, including weekends. Hours worked over 40 hours per week must be approved in advance.

HIPAA 4010/5010 KNOWLEDGE. EXPERIENCE IN EDI AND FTP. MICROSOFT PROJECT.
REQUIRED EDUCATION:
BACHELOR’S DEGREE IN COMPUTER SCIENCE OR RELATED FIELD; OR AN ASSOCIATE’S DEGREE IN COMPUTER SCIENCE AND 6-8 YEARS EXPERIENCE IN COMPUTER PROGRAMMING OR COMPUTER SYSTEM DEVELOPMENT AND MODIFICATION; OR A HIGH SCHOOL DIPLOMA AND 8-10 YEARS EXPERIENCE IN COMPUTER PROGRAMMING OR COMPUTER SYSTEM DEVELOPMENT AND MODIFICATION.
