IN4041-1 Business Analyst with Business Process Modeling, State/Federal/Health, Performance Management System, and Training experience

DAILY DUTIES / RESPONSIBILITIES:

 

Health Services Deputy Area has implemented a performance management system (PMS) for the past four years.  The web-based electronic data collection and reporting system includes various types of performance data from 34 organizational units. The data system includes 180 unique performance measures that are linked to the agency’s strategic plan.

Staff access the system through the agency’s intranet.  The system was designed using Microsoft Access and configured so that staff enter data through a web-based application.  Reports are generated using the Access database reporting function. SC DHEC is looking to redesign the PMS to improve its functionality and to align the performance measures with Healthy People 2010/2020 and the voluntary national public health accreditation standards and measures.

 

The contractor will be responsible for gathering requirements and creating a functional requirements document for a new performance management system. The position will require working with the Office of Performance Management and the lead IT staff for the project within the agency. This scope of work consists of conducting the joint application design process to include the following tasks:

 

Task 1: Working with the Office of Performance Management (OPM) staff to identify project objectives and limitations Task 2: Identify critical success factors for the development project and business function Task 3: Define the schedule of workshop activities and project deliverables Task 4: Help identify workshop participants including business users and Information Systems (IS) professionals Task 5:  Prepare the workshop material consisting of documentation, worksheets and diagrams Task 6: Organize workshop activities and exercises Task 7: Coordinate workshop logistics with Office of Performance Management staff Task 8: Prepare a final report for DHEC’s Office of Performance Management and IS department.

 

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

1.    BUSINESS PROCESS MODELING EXPERIENCE

2.    EXPERIENCE WORKING WITH STATE AND/OR FEDERAL GOVERMNENT

3.    ADVANCED/EXPERT VERBAL AND WRITTEN DOCUMENTATION SKILLS     PREFERRED

SKILLS (RANK IN ORDER OF IMPORTANCE):

1.    EXPERIENCE WITH PERFORMANCE MANAGEMENT SYSTEMS
