The majority of the system development work will be outsourced to vendors and other State organizations.

•             Documenting and analyzing data requirements and relationships.

•             Participate in the requirements management processes, including

change control; version control; tracking and status reporting; and traceability.

•             Interacting with internal and external organizations (i.e. vendors,

SCDHHS is seeking multiple SMEs covering the breadth of functions within the State’s Medicaid agency with the business expertise and operations experience, information technology project experience, and interpersonal skills necessary to enable success on this high- visibility project. SCOPE OF PROJECT

Summary:

Under general supervision reporting to the South Carolina Business One Stop (SCBOS) Development Manager, serves as a programmer responsible for the development and maintenance of software for large-scale mission critical applications for enterprise applications.  The contractor will be involved in the development of new web applications primarily using C#.  The contractor will also serve as a mentor/coach to other developers when appropriate. The applications will be developed in an N-Tiered Environment, in accordance with DOR and SCBOS security guidelines.  The contractor will be responsible for working with users to determine requirements for the new applications, providing user documentation and developing system documentation. The contractor will provide project management information in accordance with DOR Project Management Methodology Standards. The contractor may also serve as the project lead on small projects.  The contractor will provide technical support to SCBOS development team members and application users.

 

Scheduled work effort will be at least 40 hours per week, with some weeks more than 40 hours.  The Contractor is expected be on-call for emergency support as scheduled with the SCBOS Program Manager.

Specific Duties and Responsibilities:

1.                  In conjunction with an SCBOS Project Manager assigned to the projects, the contractor will define and document requirements. The contractor plays a critical role in analysis of business needs and in ensuring the efficiency and effectiveness of this implementation.

2.                  The contractor will analyze project requirements and recommend techniques, tools, and methodologies to achieve goals.  The contractor will design objects, modules, and components to meet business requirements. 

3.                  The contractor will document the system design and detailed technical specifications required for the new applications to be developed, including workflow models, class diagrams, interaction diagrams, component diagrams, deployment diagrams, and other systems documentation.  

4.                  Typical deliverables would be business requirements constituting a specification of what the business wants or what technology options are available.  Contractor is expected to provide functional and non-functional requirements to SCBOS project managers, including but not limited to white papers, report specifications, traceability matrices.  Additionally, contractor is to present expected benefits, such as reduction in cycle time, personnel savings, and any hard dollar savings for any enhancement requests other than ones mandated by legislation

5.                  The contractor will consult with technical support, network administration, and database administration areas to ensure coherent total design of the system and to resolve any technology issues.  The contractor will participate in the design of file layouts and SQL database structures.

6.                  The contractor will develop new web applications primarily using C#.  Some applications will require mainframe interfaces.  In those instances, the contractor will create upload and download files that can be utilized by the mainframe or the C# web application involved in the process. 

7.                  A separate test environment will be setup.  The contractor will fully test and debug all applications prior to use in a production environment.  The contractor will work with SCBOS team members to insure correct migration of all applications. 

8.                  The contractor will provide support to users during Acceptance Testing.

9.                  The contractor will be the reviewer for a structured walk-through (process reviews) for each phase of the System Development Life Cycle (SDLC) for web applications developed to verify standards were followed and to advise where they were not followed.

10.              The contactor will prepares progress reports and keep management and users informed.

11.              Perform related duties as required.

 

SKILLS REQUIRED:

The client is planning to implement an enterprise-wide Enterprise Resource
Planning system across its three major entities. These entities are the
University, Hospital Authority and University Medical Associates. the client
is seeking expertise to conduct a Readiness Assessment for the
implementation of a new ERP individual(s) that can assist the client in
performing a Readiness Assessment.  The
individual(s) must have both industry specific and commercial product
knowledge and expertise.

SCOPE
There are two goals of this Readiness Assessment.  The first is to provide
an independent evaluation of the ability of the client to organize and
implement a new ERP solution.  This would include an evaluation of each
organizations strengths and weaknesses needed to carry out such a project.
The second goal is to help the client define, organize, staff, budget and
plan its ERP project in the best possible way, given the results of the
readiness assessment. This would include specific recommendations along with
a roadmap that would reduce the risk and improve the potential for success
of this large- scale project.

It is expected that the readiness assessment will include interviews, focus
group sessions, online questionnaires, and an examination of various project
documents. Individual interviews will be held with key stakeholders such as
functional staff members, technical staff members, the Provost, selected
Vice Presidents and Deans, faculty, and University executives within each of
the client's entities.
Additionally, focus group sessions, questionnaires, and an examination of
the current system environment will be conducted. An Online Survey will
allow a broader range of stakeholders to be reached and to collect broad
faculty input regarding the "readiness" of the campus for such a project.

Critical Issues sessions will be facilitated with project stakeholders to
collect input regarding (1) major tasks that will have to be carried out in
order to be successful, (2) potential problems that could occur, (3)
questions that will have to be answered before the project starts, and (4)
assumptions about the project that must be documented and validated.  These
sessions will provide information that will be incorporated into the project
plan, the project communication plan, and the project risk analysis.

DELIVERABLES
Deliverables should include:

(1) A Readiness Profile that highlights for each client entity its
strengths, weakness and overall readiness related to a) Culture, b)
Function, c) Technology, d) Project Management and e) Resources.
(2) Provide an overall implementation strategy for the ERP system that
includes a) Project Budget, b) Staffing Requirements, c) Project Approach,
d) Timeline, e) Risk Mitigation Plan, f) Training Plan, g) Communication
Plan, h) Project Organization, i) Identification of Project Roles and
Responsibilities, and j) Critical Issues.

The Communication Plan will include:

1.)     Project Website
2.)     Stakeholder Briefing Sessions
3.)     Critical Issues Sessions
4.)     Individual Interviews
5.)     Online Questionnaires
6.)     Feedback Sessions

(3) Develop a detailed list of functional and technical requirements for the
client's new system based by obtaining input across the campus from a wide
range of campus stakeholders.
(4) Utilizing the detailed functional and technical requirements list and
the Readiness Profile, provide an informal market analysis of available
software solutions to determine a functional fit analysis.

REFERENCES
Provide references specifically related to the individual that would be
performing the readiness assessment at the client. Include both industry
(e.g. Higher Education, Healthcare, Physician practices) and ERP product
(e.g. INFOR, Oracle, PeopleSoft, Lawson, Datatel, SunGard,
etc) experiences.

OPTIONAL SERVICES IF the client DECIDES TO PROCEED WITH AN RFP FOR AN
ENTERPRISE ERP - (Formal RFP solicitation will be issued by the ITMO on
behalf of the client).

(1) (Optional) Assist the client as a Subject Matter Expert (SME) during the
RFP process
(a) Provide expertise as a non-voting member to the committee members
(b) Assist the client with identifying gaps (Gap Analysis) and make
recommendations
(c) Vendor Demonstrations: assist with the development of demonstration
