Description:

The Department of Public Instruction (DPI) is seeking a short term (approx.

6 month) contract to provide Application and Database Development Services.

The selected candidate will work with Developers, Architect, and Business Analyst performing APEX Application Development for the Department of Public Instruction.

 

Task will include:

.Review Functional and Technical requirements for clarity.

.Research and analyze existing business documents and processes, including forms and reports, and assist in making recommendations about improvements to processes.

.Business Rule identification and validation.

.Assist with the Application design and analysis as well as provide input to the Database design.

.Design application framework based on requirements documentation utilizing Oracle Apex 3.2, Oracle Database 11g.

.Report creation and validation

.Resolve any application issues found in functional, performance, regression or acceptance testing.

.Document the application as built.

.Document the database schemas as built.

.Document the data retrieval methods via ETL, FTP and other means utilized to include source, destination, schedule and job controls.

.Perform training to NC DPI staff for the maintenance/support of the applications built.

.Perform APEX training and support to NC DPI staff as other applications enter phases of the SDLC.

.Any other duties as determined needed by the Enterprise Development Team Manager with regards to developing APEX applications.

Background on the work requested

A new portlet application will be constructed for the LifeRay portal environment to meet the requirement identified by MSP.  Construction of the portlet is to use open standards to allow its use in other open source portal software.

     A custom portlet that runs in the LifeRay portal environment that

meets the needs described by MSP.

     The custom portlet successfully deployed to the test and production

LifeRay environments.

     Assist MSP in testing the application in a test environment.

     Train MSP and DTMB staff in the use of the new portlet.

     Review detailed business requirements and meet with MSP and DTMB to

achieve agreement on the implementation of the requirements.

     Construct the new portlet for the LifeRay portal, using the business

requirements documented by MSP, and following open source standards JSR 168 and JSR 286 to allow for use in other open source portal products.

     Perform unit testing on the application.

     Working with DTMB, package the application for deployment on test

and production environments.

Background on the work requested

 

Modifications to the Java based Admin Tool program necessary to implement the required changes documented by MSP.

 

Objectives

 

     Make modifications necessary to implement the required changes to

the Admin Tool program.

     Prepare the Admin Tool system for roll out to Test and Production

environments.

     Assist MSP in testing the application in a test environment.

     Train MSP staff in the use of the new application.

 

 

Description of the requested work, including deliverables and knowledge transfer

 

The resource will work under the direction of DTMB, and with MSP staff, to understand business needs and conduct research for improvement to the existing system.  They will review existing documents developed for improving the Admin Tool application to be used as guides in programming.

 

This work order will provide the following:

 

     Review detailed business requirements and meet with MSP and DTMB to

achieve agreement on the implementation of the requirements.

     Code required changes in the Admin Tool application.

     Perform unit testing on the application.

     Working with DTMB, package the application for deployment on test

and production environments.

     Participate in code review with DTMB staff.

     Provide knowledge transfer to DTMB staff in preparation of DTMB

taking over support of the application.

     Work with MSP and DTMB staff to assist in testing the application.

     Make programming changes necessary to remediate any bugs found

during testing.

 

Documentation as per DTMB’s SUITE process is required. User acceptance testing and all associated efforts must be included in the scope above.

4.    Minimum two (2) years demonstrated hands-on experience in the

5.    Minimum two (2) years demonstrated hands-on experience in the

installation, configuration, maintenance, and troubleshooting of server components of  VMware Virtualization

6.    Minimum two (2) years demonstrated hands-on experience in the

installation, configuration, maintenance, and troubleshooting of server components of  File Transfer Protocol (FTP)

7.    Microsoft Certified for at least two (2) years as either a

Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified IT Professional.  ***Documentation must be provided.

8.    Minimum two (2) years demonstrated experience supporting remote,

development, and VMware virtualized servers residing on a dispersed network with proven competency in network communications to provide the analytical experience to define, design, support, and proactively intervene to prevent anticipated system problems by monitoring and evaluating central and remote network servers in up to 60 locations.

9.    Minimum two (2) years demonstrated experience supporting remote,

development, and VMware virtualized servers residing on a dispersed network with Experience building and maintaining system, diagrams, technical, and user manuals to document the environment and support training.

 

The consultant hired from this procurement will have the following day- to-day responsibilities:

1.    Serve as a primary contact, MS SharePoint issue tracking ticket

initiator, and resolver for the client IT Customer Response Center Support Desk, supporting several state and local district projects

including: Sidney on SQL (SOS) implementations in 43, local departments of social services (LDSS) A new Central SOS initiative – a central statewide SQL 2005 hosting the 4 standard WMS Cross HHS Agency Commissioners’ Dashboard client IT SharePoint library Numerous FTP processes; BICS Day Care Interface, Reel to Reel, and OUW Hardware support, image testing and builds; design, development, and delivery.

2.    Serve as an administrator, designer, maintenance, mentoring, and

support for the client IT MS SharePoint '07 environment.

3.    Perform daily monitoring and maintenance (to include the processing

of the feeds, backups, patch installations, server image upgrades,

etc) for the locally deployed SOS servers.

4.    Research and procure quotes for hardware, software, tools, and

peripherals that are used in local SOS implementations and/or to enhance the support offerings of the team and for internal initiatives.

5.    Work with other State staff to define processes that affect the

LDSSs; Installation and configuration of specialized tools developed by the LDSSs and shared between districts; TREAT, a process to save the BICS reports in a PDF format and save in a file structure for easy content search.

6.    Migrate the existing State/local/vendor FTP projects to the new

client IT server environment client IT development environment, responsible for the SOS data extraction VM (virtual machine) process on a combined vendor/SOS server.

7.    Establish VM images to test software migrations prior to rolling

out in production; software upgrades, running data extraction tools on a vendor server, etc.

8.    Work with the client IT LAN Administrators on major upgrades to

software and hardware replacements.
