Description:
The NCVPS is seeking to fill a 12-month contractor assignment to deliver systems analyst services that will provide assistance in managing, procuring and developing a technology infrastructure to support Mobile and Non- Mobile devices for the purpose of delivering online-blended education. The selected candidate will act in a lead role.
Expectation and responsibilities of this position include:
*Manage and lead technical efforts on NCVPS Race to the Top (RttT) Infrastructure Project.
*Assist in gathering and documenting technical requirements for the systems and resources to be acquired.
*Assist in drafting in project documents needed to move project through DPI and State CIO project approval workflow to include: procurement solicitation documents, such as RFPs, Technical Architecture System Design, Implementation Plan, and Operations Transition Plan.
*Manage and support the technical needs of the project.
*Assist in development and execution of a Test Plan for the Infrastructure.
*Lead the internal collaborative efforts for acquiring, configuring and implementing the NCVPS RttT Infrastructure.
*Manage the day-to-day tasks of the support staff associated with the project.
*Represent NCVPS as the liaison for all other DPI agency related RttT projects. Ensure that NCVPS’ interest is met as well as integrate NCVPS’ project goals with other RttT project’s initiatives.
Required:
*Experience in leadership, leading in areas as outlined in the above description.
*Knowledge of iOS, Apple’s Itunes ecosystem, common office productivity applications, and the capabilities and limitations of computers and peripheral equipment.
*Knowledge of or experience in managing vendor hosted solutions.
*Thorough understanding of project management and system development life cycle practices and activities.
*Ability to effectively communicate in oral and written form to explain complex systems concepts to customers, staff, and peers in a simple, effective and appropriate manner.
*Understanding and implementation of security best practices and requirements.
*Ability to quickly evaluate multiple operational situations, choose the most appropriate response, and manage the resolution to completion while under challenging conditions.
*Ability to perform or assist in root cause analysis on system issues.
*Skilled in managing multiple, simultaneous priority task.
*Able to produce project deliverables within established deadline dates.
