RESPONSIBILITIES & DUTIES:
General Information 
Responsible for coordination, status reporting and stability of assigned project oriented work efforts. For the assigned projects, establishes and implements project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. For the assigned projects, individual is responsible for assembling project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately. For the assigned projects, individual is responsible for tracking key project milestones and adjusting project plans when necessary. Coordinates communication with all areas where the scope, budget, risk, and resources of the scheduled projects are impacted. Must possess advanced knowledge and proficiency in the use of project management methodologies and tools, resource management practices and change management techniques. This is an individual contributor role without human resource management responsibilities (e.g., hiring, performance management). 

Specific project management responsibilities relative to the CHE SLDS include:
•Assist with the management and direction of the initiation, planning, execution, control and closeout phases of the project life cycle for individual projects assigned as part of the SLDS grant initiative. These may involve working with National Student Clearinghouse project, the Department of Employment and Workforce project, the electronic transcript project, expansion of P-20 data with SCDE and other agencies as necessary;
•Develop, refine and implement work plans, quality controls, scope and schedule to ensure project deliverables, milestones and required tasks are completed as planned;
•Identify and assist with managing resource constraints;
•Oversee assigned project design to ensure compliance with federal and state laws and CHE policies and procedures;
•Define and prioritize project requirements; track and resolve issues and identify risks as well as mitigation strategies.
•Complete all other tasks as assigned.

REQUIRED SKILLS:
A minimum of 5+ years of Project management experience managing all phases of the project life cycle for a government agency or company.  Knowledge of project management principles and methodologies demonstrated through certification in project management plus a bachelor’s degree or equivalent additional years of experience as a project manager.  
The project manager will lead the project planning, management and facilitation for the client.  Candidate must engage and support management and end users of all organizations and functional areas.  This position is also responsible for analysis and documentation of relevant project deliverables via Microsoft Project, Visio flowcharts/diagrams, Microsoft Word documents, Excel files, and PowerPoint presentations as well as utilizing business intelligence solutions.

REFERRED SKILLS:
Knowledge and understanding of higher education in South Carolina and the Commission on Higher Education’s mission, programs and objectives is helpful along with understanding the federal guidelines for Family Education Rights and Privacy Act (FERPA).   Knowledge of South Carolina government information technology procurement procedures and policies will be beneficial.
