Project Manager (PMP) with CA Clarity, MS Project, MS Excel, project management, PMBOK, PMM, SEM and government experience

Description:
The resource selected for this contract facilitates MDOT’s IT infrastructure program, which includes monitoring the program and supporting the project managers assigned to individual projects. This resource may also manage individual IT projects, both infrastructure and application development/acquisition.
Candidates will be evaluated on the following criteria:
Required Criteria
Seven years documented experience leading and managing technical IT projects.
Seven years’ experience coordinating activities between vendors and multiple client areas.
Seven years’ experience working with diverse group, consensus building, and team building.
Seven years’ experience developing IT project documentation including project charters, risk plans, communication plans, and resource plans.
Five years’ experience working with geographically dispersed teams and remote project management activities.
Three years’ experience with portfolio management at the enterprise level.
Three years’ experience with program status reporting using Red/Yellow/Green status concepts. (e.g., Clarity reporting tools)
Three years’ experience compiling and reporting financial information for a program across the enterprise.
Three years’ experience in financial tracking and reporting for a maintenance portfolio using CA Clarity, MS Project, and Excel.
Three years’ experience in developing and maintaining detailed project work breakdown structures (WBS’) using MS Project and/or CA Clarity.
Three years’ experience working with technical resources on the project team to develop database design documents (including logical and physical data models and entity relationship diagrams) and data backup, recovery, and archive procedures. (Please note that PM’s are not required to create these deliverables.
They are required to ensure that the deliverables are created and meet all DTMB standards)
Three years’ experience working with technical resources on the project team to create functional and design specifications, including use case scenarios.

Preferred Criteria
Three years’ experience working with highway transportation related IT systems or projects/project management offices preferred.
At least five years’ experience working in state government (ideally Michigan) preferred.
Knowledge and familiarity of highway transportation related business operations preferred.
Knowledge of the Project Management Body of Knowledge (PMBOK).
PMP certification is preferred.
