Description of Work
The resource selected for this contract provides oversight for all active IT development projects at MDOT and monitors and validates project and program funding. This
includes establishing and monitoring program priorities, objectives, procedures and metrics. This role assists with the establishment and oversight of the budgets for MDOT’s major IT programs (development, maintenance, and infrastructure). This resource leads the effort to establish and enhance project and program reporting and to
integrate project management best practices. This resource also provides coaching, mentoring and knowledge transfer for project managers in the MDOT Program
Management Office.
Candidates will be evaluated on the following criteria:
Required Criteria
Seven years documented experience leading and managing technical IT projects and/or programs.
Seven years’ experience coordinating activities between vendors and multiple client areas.
Seven years’ experience working with diverse group, consensus building, and team building.
Seven years’ experience developing IT project documentation including project charters, risk plans, communication plans, and resource plans.
Seven years’ experience coaching and mentoring project managers, documenting and sharing lessons learned
Four years’ experience using the state of Michigan’s standard methodologies:
•SUITE (State Unified Information Technology Environment)
•PMM (Project Management Methodology)
•SEM (Systems Engineering Methodology
Five years’ experience implementing best practices to ensure the success of IT projects
Three years’ experience assisting with the development of maintenance, infrastructure and development program budgets and assisting with the oversight of those
budgets.
Three years’ experience with portfolio management at the enterprise level.
Three years’ experience with program status reporting using Red/Yellow/Green status concepts. (e.g., Clarity reporting tools)
Three years’ experience compiling and reporting financial information for a program across an enterprise.
Three years’ experience in financial tracking and reporting for a maintenance portfolio using CA Clarity, MS Project, and Excel.
Three years’ experience in developing and maintaining detailed project work breakdown structures (WBS) using MS Project and/or CA Clarity.
Preferred Criteria
Seven years’ experience working with highway transportation related IT systems or projects/project management offices preferred.
At least five years’ experience working in state government (ideally Michigan) preferred.
Knowledge of the Project Management Body of Knowledge (PMBOK).
PMP certification is preferred.
