Project Manager (PMP) with CA Clarity, MS Project, MS Excel, project management, PMBOK, PMM, SEM and government experience

Description:
The resource selected for this contract manages individual IT projects at MDOT. These projects may include large application development efforts, smaller utility development, purchase, implementation of commercial off-the-shelf (COTS) software, infrastructure projects, maintenance or enhancement projects. This project manager is responsible for ensuring that projects adhere to state of Michigan standard methodologies including the State Unified Information Technology
Environment (SUITE), Systems Engineering Methodology (SEM), and Project Management Methodology (PMM).
Candidates will be evaluated on the following criteria:
Required Criteria
Seven years documented experience leading and managing technical IT projects.
Seven years’ experience coordinating activities between vendors and multiple client areas.
Seven years’ experience developing IT project documentation including project charters, risk plans, communication plans, and resource plans.
Four years’ experience using the state of Michigan’s standard methodologies:
•SUITE (State Unified Information Technology Environment)
•PMM (Project Management Methodology)
•SEM (Systems Engineering Methodology)
Three years’ experience with program status reporting using Red/Yellow/Green status concepts. (e.g., Clarity reporting tools)
Three years’ experience in developing and maintaining detailed project work breakdown structures (WBS) using MS Project and/or CA Clarity.
Three years’ experience working with technical project team resources to create functional and design specifications, including use case scenarios. (Please
note that PM’s are not required to create these deliverables. They are required to ensure that the deliverables are created and meet all DTMB standards)
One year of experience working on a legacy application modernization program.
One year of experience working on commercial off-the-shelf (COTS) system implementation.
Preferred Criteria
Five years’ experience supporting a project/program control/management office preferred.
Three years’ experience working with highway transportation related IT systems or projects/project management offices preferred.
At least four years’ experience working in state government (ideally Michigan) preferred.
Knowledge of the Project Management Body of Knowledge (PMBOK) preferred.
PMP certification preferred.
