Description:
The Department of Health and Human Services is seeking to fill a short term (approx. 12 month) contractor assignment. This position directs and oversees the NC 
Medicaid Incentive Payment System (NC-MIPS) for the new Health IT (HIT) Program team, which implements the NC Medicaid Electronic Health Record (EHR) Incentive 
Program. The System Manager will be required to and will be expected to rapidly develop expert knowledge of the subject matter and be able to articulate and execute an 
approach to meet program objectives effectively and efficiently. 

This work includes but is not limited to: 
•Direct participation and staff oversight in requirements analysis/refinement, design, build, test, and documentation phases of development life cycle
•Project management and reporting
•Direct data analysis
•Problem solving

NC-MIPS is a part of large endeavor; the System Manager will be required to work with other elements of the HIT program to identify and meet program objectives.
 
Required:
•Minimum of two (2) years experience leading a team of developers in delivering data-centric web applications and HL7 interface programming
•Minimum of five (5) years personal programming experience with Visual Studio suite, web services development, and familiarity with both VB.NET and C#.NET, and with 
AJAX
•Experience using recent development methodologies including Agile, and Scrum
•Must understand relational database modeling, design and analysis to include expert-level SQL
•Experience in business systems analysis and design and project management
•Excellent communication (both oral and written)
•Excellent interpersonal, organizational, and analytical skills
•Ability to demonstrate initiative in working both independently and as a part of a cross-sectional project team.

Training and Experience Requirements:
•Graduation from a four-year college or university in a discipline related to the area of assignment and two years relevant experience, or an equivalent combination of 
training and experience.

•Medium to large, validated-user web application
•Automated remote interfaces (HL7, XML, etc.)
•Queuing/workflow
•EDT
•ETL 
•Developmental DBA activities 
•Medicaid/Medicare, medical data, and/or insurance data 
•PMP 
•Master’s degree
