Description:
The Department of Health and Human Services (DHHS) is seeking a short-term (approx. 12-month) .Net Architect. The selected candidate must be able to demonstrate 
excellent software development skills a in a .NET environment and possess excellent communication and problem-solving skills. The candidate will assume a key technical 
role working closely with the development manager to deliver the solution and will report to the System Manager for the NC Medicaid Incentive Payment System (NC-MIPS). 

Responsibilities include:
•Working with project management, technical staff, and key stakeholders to help successfully development and implement a Medicaid EHR Incentive Payment System 
solution.
•Leverage Experience to ensure a successful solution delivery.
•Establish a strong architecture based on industry standard patterns allowing the team to work effectively to meet overall project goals and specific project 

requirements.
•Hands-on programming.
•Help establish development standards and conventions.
•Serve as the team's technology expert.
•Providing technical leadership qualities on large-scale, complex .NET/SQL Server development and implementation project.
•Effective communication with other team members and project management.
•Review deliverables from other team members to help ensure quality, adherence to standards and guidelines.
•Establishing best software development best practices and procedures including source code management (e.g., Subversion, CVS, Visual Source Safe), automated builds 
(e.g., make, nant, Cruise Control), bug/enhancement tracking, test driven development, and related best practices.
•Envisioning solutions and planning development approach.
•Tackling complex algorithms and tasks.
•Establishing themselves as the key technical contributor.
•Adhering to best practices in software building, release management, and developer testing.
 
Required:
•Minimum 7 years of progressive, successful experience as Microsoft .NET software architect and technical lead in a software development environment
•Exceptional programming skills in .NET 3.5 and 4. Experience with Entity Framework is a must
•Solid SQL experience
•Experience architecting solutions with public facing web user interfaces and modern electronic data exchange
•Willingness to tackle “hands on” critical development tasks or tasks to help increase overall team productivity
•Superb interpersonal and client relationship skills
•Understanding the end user and operational implications of architecture and technical decisions
•Bachelor's degree in Information Technology, Computer Science, or Computer Engineering. Master’s degree preferred.
