.NET Developer with CICS/TSO/MVS/JCL, VSAM/Endevor/Xpediter, RDBMS programming, MS Office/Visio, and SOA experience

Positons:
The North Carolina Department of Transportation (NCDOT) Project Management Office, CDL Medical Certification project team is seeking a short term (6 month maximum) Technical Lead/Systems Designer contractor. The selected candidate will perform complex analytical design, development, and technical documentation tasks as well as supply team leadership in the design, development, and implementation of the software solution. The primary responsibilities of this position include but are not limited to the following:
1) Lead system design requirements gathering, JAD and prototyping efforts to ensure the system design meets all business goals and objectives as defined by the NC DMV, federal statutes and requirements, and is in compliance with the NC statewide technical architecture, and NC security standards, policies and procedures.
2) Lead design and development of all enhancements to the existing legacy applications and their interfaces to external systems.
3) Develop all necessary solution design documentation to include but not limited to: detailed designs, use cases, test cases, functional requirements, technical requirements, requirements traceability matrixes, technical architecture documents, end to end diagrams, process flows, database schemas, etc.
4) Ensure the software solution design meets all performance requirements and has end-to-end process integrity.
5) Ensure the solution design has flexibility, scalability, portability, extensibility, supportability, and user friendliness.
6) Provide technical assistance and guidance to the design, development, integration, and deployment of application software.
Required:
Minimum of five (5) years of experience in:
. Enterprise software development and maintenance . Business analysis . Enterprise software design using .NET Development Frameworks . Software programming/construction and testing . Middleware and/or distributed applications programming work . RDBMS programming work Minimum of three (3) years of experience in:
. CICS work
. TSO work
. MVS/JCL work
. Developing project documentation
. Ability to communicate technical terms and concepts to a non- technical staff . Excellent verbal and written communication skills . Graduation from an accredited four-year college or university
Preferred:
. Microsoft Office Suite experience (Excel, Word, etc.) . Visio or equivalent modeling applications . Work experience with VSAM, Endevor, and Xpediter . Expertise in various System Development Life Cycles . Experience collecting user requirements and documenting the design for large and complex projects . Experience with Enterprise Level Application Development spanning two or more buiness areas . Experience with web service design, development, and deployment . Experience designing solutions with a Service Oriented Architecture
