QA Tester with bug tracking, testing, SQL, web application environment and Affordable Care Act Experience

Description:
The Department of Health and Human Services (DHHS) is seeking to fill a short term (approx. 12 month) contractor assignment to provide Computer Programming Services. The selected candidate must be a results-oriented candidate with a strong work ethic with the ability to demonstrate excellent software testing skills in a complex web user interface, transaction workflow, and data exchange environment. The candidate will be part of a small team responsible for development and implementation of the Medicaid EHR Incentive Payment System solution and will report to the Program Consultant for the Medical Information Processing System (MIPS).
Responsibilities & Duties:
•Working with project management and development staff to ensure the quality of software deliveries and documented requirements are met.
•Contributing to a successful solution delivery through test plan development, test case specification, and testing
•Reporting on software quality and for tracking the status of open issues
•Effective communication with developers, project management, and key stakeholders.
•Leverage requirements, functional use cases, developer test cases, and other documentation to build a test plan and detailed test cases using industry accepted standards of testing.
•Assisting in other project areas as schedule and skills permit.
Required:
•Minimum five (5) yrs of software testing with two (2) in a test lead position for web solutions
•Detail-oriented, organized, and a possess strong communication skills
•Strong interpersonal and client relationship skills
•Understanding of testing techniques and best practices to ensure software quality
•Ability to independently create test plans, execute test cases against the plan, and report on test results
•Experience with bug tracking, testing, and related tools.
•Basic SQL skills for creating test data and verifying test results
•Demonstrated history of test leadership role in a web application environment
•Ability to exercise initial judgments on priority and severity of bugs found
•Strong communication, negotiation and influencing capabilities
•Proven experience working on complex software solutions
•Knowledge of the Affordable Care Act’s provisions applicable to the project is strongly desired
Preferred:
• Bachelor''s degree in Information Technology, Computer Science, or Computer Engineering
