Database Programmer with Oracle, SQL Server, GIS/Esri and government experience

Description:
Database and Software Development Analyst: This position is to lead database and development activities for the NCDOT GIS Unit in support of the Rome project. Specific responsibilities include:
1. Work with the project team to understand the business and technical requirements related to scope of assignment
2. Modify and/or develop software tools to meet NCDOT requirements related to the Rome project, to include database development and maintenance activities.
3. Assist with new technology R&D and rollout (e.g. Silverlight API, mobile devices, etc.)
4. Build, execute and/or review test cases and testing results, per industry best practices.
5. Conduct performance testing, to include designing, developing and deploying GeoSpatial Infrastructure performance testing processes.
6. Ensure all delivered code is stable in O&M environment and is versioned and stored per GIS Unit procedures.
7. Lead and support automation of processes to support the Rome project and the GIS Unit.
8. Develop and support the creation and review of technical project documentation.
9. Provide knowledge transfer and training to NCDOT personnel, per project plans.
10. Work effectively within the GIS Unit''s project team model.
Required:
-Extensive experience programming in the ArcGIS application environment
-Extensive experience with linear referencing, networks and versioned environments as they relate to Esri applications.
-Expertise in maintenance, tuning, designing and development of Oracle and SQL Server databases
-Strong technical background, with ability to automate processes and develop solutions to meet project needs
-Ability to support development of use cases and project requirements
-Extensive experience planning and executing software test activities, to include formal user acceptance
-Ability to develop and deliver high-quality project documentation
-Ability to communicate effectively in verbal and written forms
-Excellent coaching and mentoring skills
-Strong team orientation
-Background in GIS technologies and systems
-Experience leading task teams is a plus
