Description:

The North Carolina Department of Transportation (NCDOT) Project Management Office is seeking a short term (12 month maximum) contractor. The selected candidate will work in the position of Business Analyst and will be the primary NCDOT lead for the requirements, business processes and testing activities for the Rome project. This position will require soft skills as well as technical skills, particularly in communication and facilitation skills.

The main responsibilities include:

•Work with the project team and vendor to develop and analyze the business and technical requirements for Rome

•Use techniques such as use cases, storyboards and JAD sessions to help identify and gain agreement on the requirements

•Create and manage the requirements documentation for the project

•Lead the planning and execution of testing activities for the Rome project, to include test plans, test cases and user acceptance

•Build a requirements traceability matrix to verify successful delivery of all Rome requirements

•Ensure requirements across NCDOT are represented in the project documentation

•Support the NCDOT project manager in planning deliverables, scope, schedule and other aspects for the project

•Provide knowledge transfer and training to NCDOT personnel, per project plans

•Work effectively within the GIS Unit''s project team model

•Help support achievement of the Rome business case
 
Required:

•Extensive experience facilitating requirements gathering sessions

•Demonstrated experience developing, analyzing and eoumenting business and technical requirements

•Ability to document use cases and develop process flow diagrams

•Extensive experience planning and overseeing software test activities, to include formal user acceptance

•Ability to develop and deliver high-quality project documentation

•Ability to translate technical information into business language to ensure understanding of the requirements by both technical and non-technical personnel

•Ability to communicate effectively in verbal and written forms

•Excellent facilitating and consensus-building skills

•Strong team orientation

Highly Preferred:

•Experience managing projects or leading task teams

•Background in GIS technologies and systems
