REQUIRED EDUCATION: ASSOCIATES’S DEGREE OR HIGHER IS COMPUTER SCIENCE OR RELATED FIELD AND/OR 5 YEARS DEVELOPMENT EXPERIENCE

The contractor will work closely with the Director of the Division of Application Development to identify and prioritize work-load and scheduling. They will also work closely in a technical capacity with technical and program area staff in various areas to complete this project. The position will be utilized between 37.5 and 50 hours per week for the duration of this project. Prior Electronic Medical Record (EMR), Electronic Health Record (EHR), Health Level 7 (HL7) development experience and EMC ApplicationXtender Document Manager, while not required, will be weighted heavily. This project will further enhance the current Client Automated Record and Encounter Systems (CARES) by continuing development on the new Preventive Health (PH) module and integrating with existing CARES modules. 

The PH module will become the electronic health record (EHR) for Department clients and as such will be built with full audit control functionality to ensure authenticity, integrity, and confidentiality.
The contractor will be responsible for coding, documenting and testing of the various components of immunization registry shot forecasting, history gathering and reporting into the PH module. All code will be written in ASP.NET, C# JQuery and javascript. All code will be properly documented using XML documentation standards. All data will be housed in Department’s DB2 enterprise database. 
The main emphasis of this position will bet to link lab results from the Department state lab system, and others, to the client’s EHR.
The position will require extensive liaison with the Information Technology staff within the agency and the CARES data analyst.
The functional requirements, business rules, screen layouts and database design have been completed. 

This scope of work consists of the following tasks:
Task I: Coding, documenting and testing of the core linkages between the lab systems and the PH module. Connect the presentation layer and business logic to the DB2 database. This includes comprehensive data audit trails, error/event logging and communication with existing CARES modules where appropriate.
Task II: Coding, documenting and testing of the reporting functions of the PH module. This includes both RDLC and SSRS.
