The position will be utilized between 37.5 and 50 hours per week for the duration of this project. Prior Electronic Medical Record (EMR), Electronic Health Record (EHR), Health Level 7 (HL7) development experience, Immunization Registry experience and experience working with SCIPAS and/or CARES modules, while not required, will be weighted heavily. This project will further enhance the current South Carolina Immunization Provider Access System (SCIPAS) by continuing development on the new additional functionality within the portal system. The contractor will be responsible for coding, documenting and testing of the various components of immunization registry shot forecasting, history gathering and reporting into SCIPAS. All code will be written in ASP.NET, C# JQuery and javascript. All code will be properly documented using XML documentation standards. All data will be housed in Department’s DB2 and SQl Server enterprise databases.

This scope of work consists of the following tasks:
• Programmer 1
o 1.Create the VTrckS Interface for exporting master, inventory & order data and import of Shipment data.
o 2. Add Inventory and Vaccine Ordering validation checks
o 3. Re-design the Adult vaccine ordering screen to handle the new requirement for ordering adult vaccine
o 4. Complete administrative screens for approving/rejecting vaccine orders for Department Personnel
o 5. Create online wastage and transfer form requests and develop corresponding approval screens for Department personnel
o 6. Provide Department personnel a mechanism to maintain state usage logs received from the providers
o 7. Provide technical/problem solving support during VTrckS implementation
o 8. Create user reports.
• Programmer 2
o Development of a registration/enrollment module for private provider offices/school nurses
o On-line consent for SCI-Registry access
o Automated test-tools for both HL7 and Meaningful Use (MU)
o Develop message center (SCI-News)
o Assist with the re-write of the current Citrix-based IIS into a web-accessible system which will be renamed SCI-Registry
o Develop a Coverage and Assessment Tool in the SCI-Registry
o Develop a new forecasting module geared specifically towards determining SC Daycare/School Immunization readiness for certificate issuance.
