The client is seeking to fill a short term (approx.) 12 month contractor assignment. The selected candidate will serve in the role of Business Analyst and will be the primary NCDOT lead for the requirements, business processes and testing activities for the Rome project.

Responsibilities include but are not limited to:
Work with the project team and vendor to develop and analyze the business and technical requirements for Rome
Use techniques such as use cases, storyboards and JAD sessions to help identify and gain agreement on the requirements
Create and manage the requirements documentation for the project
Lead the planning and execution of testing activities for the Rome project, to include test plans, test cases and user acceptance
Build a requirements traceability matrix to verify successful delivery of all Rome requirements
Ensure requirements across NCDOT are represented in the project documentation
Support the NCDOT project manager in planning deliverables, scope, schedule and other aspects of the project
Provide knowledge transfer and training to NCDOT personnel, per project plans
Work effectively within the GIS Unit’s project team model
Help support achievement of the Rome business case
 

Required:
Extensive experience facilitating requirements gathering sessions
Demonstrated experience developing, analyzing and documenting business and technical requirements
Ability to document use cases and develop process flow diagrams
Extensive experience planning and overseeing software test activities, to include formal user acceptance
Ability to develop and deliver high-quality project documentation
Ability to translate technical information into business language to ensure understanding of the requirements by both technical and non-technical personnel
Ability to communicate effectively in verbal and written forms
Excellent facilitating and consensus-building skills
Strong team orientation

Preferred:
Background in GIS technologies and systems 
Experience managing projects or leading task teams
