.Net Developer with MS SQL Server, Visual Studio, C#, SOA, SSRS, SSIS, ETL and school/government experience

2. Qualifications- Mandatory and Highly Desirable Experience and Qualifications
a. Mandatory Experience and Qualifications:
Bachelors degree or higher in Engineering, Computer Science, Information Systems, or related field and at least five (5) years of experience developing Web-based applications. Education and experience can substitute with two (2) years of experience serving as one (1) year of education. 
Proven ability to architect and describe technical solutions to functional and non-functional system requirements. 
Proven ability to develop data models for Web applications.
Proven ability to develop and update Microsoft SQL Server Databases (2005 or later).
Proven experience developing Web applications using Visual Studio IDE (2008 or later), .NET Framework 4.0 and later and C#.
Proven ability to design and build web services based on SOA patterns and best practices.
Proven ability to work with processes for the review, negotiation, and acceptance of formal project deliverables.
Proven ability to perform unit testing, integration testing and support system testing. 
Demonstrated ability to work in a team environment.

b. Highly Desired Experience and Qualifications:
Demonstrated knowledge or previous experience working with state government projects.
Demonstrated knowledge or previous experience working with data matching software.
Demonstrated knowledge or previous experience in school and/or district data systems.
Demonstrated experience with Microsoft SQL Server Reporting Services.
Demonstrated experience with Microsoft SQL Server Integration Services or other Extract-Transform-Load (ETL) processes.

C. Project Scope Of Work and General Information:
Provide senior-level analytical, design, development, testing, implementation, and initial production support services. OSPI staff will be available for analysis, design and testing functions.  
Develop within the technical framework of OSPI (.NET 4.0 or later, MS SQL 2005).
Develop web services that adhere to Service-Oriented Architecture (SOA) best practices to maximize reuse and flexibility of common functionality. 
Provide requirement specifications, design documentation, application code, test cases and scripts, test results, user documentation, training material, and implementation plans.
Perform unit testing, integration testing and system testing check-out as part of application development. 
Provide weekly status reports as required by the project’s Project Manager.
Participate in OSPI project team activities, especially as they relate to both business (functional) and technical (non-functional), testing, training, and implementation activities.
Work collaboratively with OSPI to identify business and technical requirements not currently met and to implement solutions to issues with technical functionality.
Assist the Project Manager in defining and documenting the critical issues and provide recommendations on meeting specific requirements.   
Participate in the development of test plans, test scenarios, and test cases based on business and technical requirements.  Perform testing, capturing of test evidence, and facilitate review and acceptance of test results.
