The Department of Public Instruction (DPI) is seeking to fill a short term (approx. 12 month) contractor assignment to provide systems analyst services. The selected candidate will act in a lead role. Expectations and responsibilities of this position include:
1. Manage the overall automated process of directly certifying students for free meal benefits.
2. Manages annual Operations and Maintenance Contract with the Vendor.
3. Approves invoices for payment
4. Conducts routine audits of DCV System (Oracle APEX) and the Child Nutrition. Technology system to ensure internal controls are effective
5. Responds to audit requests related to the Child Nutrition Technology System
6. Train the DPI Child Nutrition staff in the use of the DCV System (as needed)
7. Develop training resources for new end-users
8. Meet quarterly with staff from DHHS to discuss system requirements and possible modifications
9. Prepares annual Operations and Maintenance Contract with the Vendor
10. Prepares all required reports and other documentation necessary to manage the DCV System within the department and State IT
11. Daily/Weekly coordination with internal technology, business analyst, system accounting personnel and other sections as needed
12. Facilitate data exchange with non-public School Food Authorities
13. Facilitates testing and subsequent approval of all modifications to the Child Nutrition Technology System before being placed in production
14. Monitors access rights on a monthly basis to ensure compliance with User Rights as defined in the MOU between DPI and DHHS. 
15. Trouble-shoots technical aspects of both the DCV and Child Nutrition Technology System as they arise; coordinates with internal staff to seek solutions and resolve problems.
16. Routine coordination and consultation with the Vendor to ensure terms and conditions of the contract are being met
17. Queries data from the Child Nutrition Technology System and produces reports as needed using Oracle APEX front-end.
18. Meets regularly with Child Nutrition Staff and Operational Accounting staff to discuss possible modifications to enhance efficiency and accountability
 
Knowledge, Skills, and Abilities Requirements:
•Minimum of two (2) years of experience working in a Child Nutrition Program environment (preferably K-12 environment)
• Experience in leadership, leading in areas as outlined in the above description
• Experience managing server-class systems in a large heterogeneous computing environment
• Knowledge of the principles and methods used in obtaining maximum utilization of computer equipment
• Knowledge of Windows XP operating systems, common office productivity applications, and the capabilities and limitations of computers and peripheral equipment
• Ability to communicate effectively in oral and written form to explain complex systems concepts to customers, staff, and peers in a simple, effective and appropriate manner.
• Understanding and implementation of security best practices and requirements
• Ability to quickly evaluate multiple operational situations, chooses the most appropriate response, and manages the resolution to completion while under stressful conditions
• Ability to perform or assist in root cause analysis on system and network issues
