The Employment Security Commission (ESC) is seeking to fill a short term approx. (12 month maximum) contractor assignment to provide help desk support. ESC has been subject to increased scrutiny related to information systems security involving audits of policies and procedures. 

The operational responsibility of the IS Help Desk is:

Procedures related to authentication of users

Access controls to information and to systems

Approvals of access by data owners

Quality review of approvals for continued validity

Authorization of use by contract partners

Should the Help Desk be unable to process the security workload in a timely and accurate manner, consequences include potential non compliance and risk exposure.Due to staff limitations and increase work volume contract services are required to perform complex and exact processing of security related documents such as Network User Requests, E-Mail and NCID account support, Security Module account support, and TIME application role administration. The Help Desk has the significant responsibility to review requests for access that are submitted by supervisors and managers for their employees. Rigorous procedures must be followed in referring the request to agency managers who own data resources or applications in order to grant the requested access. Changes have affected the following systems: 

NUR processing requires a greater awareness of security/audit practices as well as strong administrative skills and attention to detail. 

Migration to the Exchange E-Mail platform has increased administrative responsibilities for service accounts.

Implementation of the Job Connector application has increased administrative responsibilities of NUR processing.

Responsibilities for the selected candidate include:

Timely completion of computer / application access requests (e.g., NUR)

NUR completeness review

NUR audit documentation and procedure compliance

Coordination and follow-up with other IS groups (USG, EAG, Change Control) ensuring timely completion of requests

Obtaining data owner approval

Perform monthly RACF deletions for inactivity

Support periodic cost center managers and data owners RACF reviews

Review of Beacon Action report to ensure receipt of NUR

Perform Third Party Contract administration

Interacting with ESC computer and network customers
Accurately identify problems as reported.
 
Required:
Minimum of two (2) years of demonstrated experience performing Information Technology Help Desk services.
Minimum of one (1) year experience administering RACF user accounts and network user accounts (Microsoft Windows Active Directory and/or Novell Directory Services)
Proficient verbal communications skills

Preferred:
Experience with support of Voice Over IP (VOIP) telephonic systems (customers will be VOIP users).
