FileNet consultant with process engine/workflow, java APIs, cognos BI, TM1, security, and folder/cabinet structures experience

The Office of State Budget and Management (OSBM) is seeking a short term (3 month) IBM FileNet Subject Matter Expert (SME) to work on the implementation of a new Budget and Performance Management system. This position will focus on the Process Engine capabilities of FileNet and the use of the Java APIs to integrate FileNet with the other components in the system. The new system will replace the current mainframe and Oracle systems, which have been built incrementally over time. The system utilizes IBM Cognos BI 10.1, TM1 9.5.2, and FileNet 4.5.1, and will incorporate custom Java forms, portal, and authentication solutions. This position will support the Budget System Project Team as a representative of FileNet capabilities within the context of the overall application architecture, and will work as a member of the project’s System Architecture Workgroup to design the integrated solution.
Duties include:
•Providing analysis of the components listed above
•Gaining a comprehensive understanding of the business processes in OSBM
•Communicating the best practices for implementation and integration of FileNet with the selected components
•Working closely with OSBM technical staff on all workflow design and implementation activities
•Providing hands-on implementation expertise with FileNet process modeling, configuration, and tools.
Required: Ability To:
•Follow detailed project plans accounting for all necessary activities and resources
•Work independently and perform job with minimal supervision
•Act as expert resource and provide guidance for junior-level staff to solve difficult technical issues, relate and/or demonstrate best practices in the FileNet environment
•Identify strengths and weaknesses in alternative solutions to meet both business and technical requirements, and articulate findings to management.
•Consult with technical staff, higher-level business professionals and other vendors/consultants to elicit their input and capture it in clear and concise project documentation
•Represent the capabilities and best practices for FileNet Process Engine and Java API implementations as subject matter expert
Education:
•Bachelor’s degree with two years of experience in a senior FileNet implementation or technical architecture role
•Minimum of five years of overall IT-related experience (Or equivalent combination of training and experience)
Experience:
Current, hands-on and in-depth expert-level experience with FileNet 4.5, in particular the Process Engine
Expertise using all tools used in the development of workflows and configuration of FileNet, including security, folder/cabinet structures, and external interactions with FileNet via the Java API
Preferred:
•Working knowledge or familiarity with IBM Cognos TM1 and/or Business Intelligence
