The NC Department of Revenue (DOR) is seeking to fill a short term (approx. 12 month) assignment for a senior consultant to assist with the agency’s transition of processes and capabilities from an interim project operating environment to a steady state environment. The consultant will have the following responsibilities:

Work with DOR staff to develop frameworks and operating processes for immediate and long-term program deployments.

Plan, recommend, advocate, educate, and direct the implementation of these frameworks and processes.

Directly participate in new and existing portfolio and release planning framweworks to advise on technical and procedural issues to mature these enterprise process areas.

Communicate enterprise planning information, issues, or status to the organization through various methods including written reports and presentations.

Oversee the worked performed by key DOR resources assigned to these initiatives. Provide mentoring and training in enterprise processes to ensure that new programs and processes are successfully implemented.

Assist with the deployment planning and management of the agency’s large-scale program implementations. 

In performing these responsibilities, the consultant is expected to apply best practices in technology program deployments, process and workflow modeling, and program management.
 
A.

Basic requirements:

1.

Prior implementation experience in large scale business transformational programs.

2.

Experience in integrating technical, business process, and organizational change readiness components in a cross-functional or enterprise project.

3.

Experience in process modeling.

4.

PMI Project Management Professional (PMP) certification.

5.

Very strong planning and elicitation skills, and ability to work with business and technical managers and resources.

6.

Skills in facilitation, problem solving, and conflict management.

7.

Detail oriented and capable of producing required project artifacts.

8.

Strong verbal and written communications skills with the ability to communicate across functional areas.

9.

Bachelor’s degree or equivalent experience.

10.

Deep capacity for demanding and stressful project work.

B.
Preferences
Prior experience using MS Project Server for enterprise resource management.
Prior experience with critical chain project management and theory of constraints is highly desirable
Advanced proficiency in MS Office tools.
SharePoint experience, including the development of collaboration areas, configuration of sites and features.
Familiarity with JIRA and Visio/Task Map.
Experience with IEEE or CMMI standards.
Knowledge of tax processing applications.
