NC Department of Health and Human Services (DHHS) Office of Medicaid Management Information System (MMIS) Services is seeking a short-term Senior Technical Analyst to perform work for the federally-required Medicaid Information Technology Architecture (MITA) State Self-Assessment (SS-A.) The resource will provide advice on performing the MITA 3.0 SS-A and perform mapping of the State's Replacement MMIS requirements and business processes (which were developed as part of System Design) to the Centers for Medicaid and Medicare Services (CMS) MITA Business Processes and Business Capabilities Matrices to determine the MITA 3.0 maturity level of the Replacement MMIS (As-Is Assessment.) The resource will provide technical input to and assist in the preparation of the State's MITA 3.0 SS-A Report. Additionally the resource may assist in determining the State's future goals for MITA by leading meetings with the Divisions, and the mapping of the State's Replacement MMIS processes to the "To-Be" MITA 3.0 maturity levels.

In addition to the above, the candidate may also conduct gap analyses of the As-Is operations and To-Be environments to identify appropriate actions needed to reach target maturity levels, and may develop the technical documentation for compliance with the Seven Standards and Conditions. In addition, the resource will perform crosswalks to evaluate the State Business Process Model's (BPM) alignment with or deviation from the CMS-defined MITA BPM. This resource will work under the direction of the DHHS-SS-A Project Lead and in concert with additional MITA staff in the performance of the work. The resource will also work together with the Project Lead and MITA staff to ensure the utilization of industry best practices for compliance with CMS and State-defined performance standards. This resource will provide day-to-day technical advice to the MITA team members in the completion of the "As Is" assessment and strategic advice as requested by DHHS MITA 3.0 SS-A Project Lead. Additionally, this resource may interface with Division Leadership and will obtain advice from DHHS Subject Matter Experts (SME) as required to complete the work.
 
Required Skills:
To participate in the MITA SS-A, the selected candidate for Senior Technical Analyst should possess:
1. An extensive experience in State/Federal Medicaid Programs and MMIS, as well as recent experience in information technology management, business process analysis, requirements gathering, system analysis and design and development.
2. A strong working knowledge of state and government processes as it relates to program development
3. Demonstrated leadership skills
4. Strong organizational skills
5. Strong teamwork and communication skills and the ability to work successfully with all levels of resources within DHHS to achieve positive outcomes
6. Strong problem solving skills
7. Ability to successfully multi-task

Preferred Skills:
Demonstrated ability to work as a team leader and well as a technical and business liaison in effectively leading a diverse team in identifying, analyzing and resolving system-related problems.
Demonstration of effective, strategic and long range planning as it involves the evaluation of new systems and / or enhanced features.

Other Requirements: 
Degree in Computer Science
Comparable Masters Degree, or equivalent combination of training and experience
