The NC Department of Health and Human Services seeks a contractor resource to act as the Data Architect for North Carolina’s Health Benefit Exchange (HBE) within NC Families Accessing Services through the Technology (NC FAST) Program. This position will have significant responsibilities as part of NC FAST development and will work closely with Senior Technical Consultants on database design and development issues. Duties include but are not limited to developing, maintaining and sharing enterprise-level information processes and a data dictionary that satisfy the business requirements, defining and sharing standards and best practices for data architecture, data modeling, data quality, and data retention, integrating the enterprise data models and data dictionary into the enterprise architecture so that project teams can make full use of them, and developing best practices, standards and guidelines. Developing and defining NIEM data standards. Responsibilities also include reporting statuses to the NC FAST Architecture and Infrastructure Manager, and adhering to DHHS policies and procedures.
 
Required:
* Minimum 3 or more years experience as a data architect that is part of an architecture team, as wwell as working with business, application, technology, and enterprise architects .
* Experience in data modeling, ETL processes and data dictionary development.
* Skilled in both business and IT processes with the ability to interface with Business Analysts 
* Experience with full software development lifecycle, developing data standards and best practices, and disaster recovery planning.
* Experience with Service Oriented Architecture 
* Experience developing central data architecture artifacts and repository 
* Technical proficiency on data architecture tools 
* Understanding and ability to use database management systems (SQL Server)

Preferred:
* Experience with Oracle 11
* Curam software 
* NIEM experience
