REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Advanced knowledge of Software Testing theories and practices
• Supervision of Business Analyst/SME Testers
• Demonstrate ability to understand software requirements
• Previous experience using automated tracking tools such as JIRA, FogBugz, or similar automated defect trackers
• Demonstrate leadership skills on a regular basis
• Demonstrate effective communication, both orally and in writing, with subordinates, colleagues, clients and customers at all levels, both formally and informally
• Demonstrate ability to develop test scripts/scenarios from business process models, use cases, requirements and business rules
• Ability to make decisions at the appropriate time, taking into account the needs of the situation, priorities, constraints and the availability of necessary information.
• Ability to acquire an understanding of the underlying issues in complex problems or situations by correctly relating these to simpler or better understood concepts, models or previous experiences.

REQUIRED EDUCATION:
Bachelor’s degree in a technical, business, or related field. Master’s degree is desirable. Years of experience can substitute for formal education.
• Previous experience in health care related information technology, insurance information technology, Medicaid Management Information Systems (MMIS), Medicaid eligibility, or social services eligibility, while not absolutely necessary, will be helpful.
• This position requires excellent communications and leadership skills including effective oral and written communication.
SCOPE OF THE PROJECTS:
Eligibility and Enrollment Member Management:
The Eligibility and Enrollment Member Management Project is one of the most complex IT projects for the State of South Carolina. It is a multi-year effort to replace the State’s aging Medicaid Eligibility Determination System (MEDS). This project will involve state of the art technologies and substantial collaboration efforts.
DAILY DUTIES / RESPONSIBILITIES:
The State seeks a skilled professional with relevant testing coordination experience who can work independently and alongside the State agency representatives and all impacted vendors and stakeholders to perform the duties listed below. The testing coordinator will also work closely with a Quality Manager to verify the scope of deliverables against project business requirements. Testing activities will primarily be focused on the User Acceptance Testing, however participation may be requested for other testing phases.
• Assess current environment and determine options available to the State to conduct User Acceptance Testing activities
• Create a standardized testing process to be leveraged on the Eligibility and Enrollment Member Management Project
• Utilize developers’ defect tracking tool for bug tracking and resolution
• Formulation and implementation of Software Testing strategies
• Act as liaison between State and vendor with testing activities
• Resource management (allocation, monitoring, motivating etc); coordinates all activities and all testers related to and during the User Acceptance Testing (UAT) phase
• Cooperates with the State and project team(s) as required; maintains awareness of testing alternatives at a level where they can be analyzed and the most effective testing strategy selected and agreed upon
• Provide progress/status reports on testing activities to Management
Performs as Test Lead with following duties:
• Assist the Project Manager with Resource management (allocation, monitoring, motivating etc); coordinate all activities and all testers related to and during the User Acceptance Testing (UAT) phase
• Ensure any risks associated with the selected test strategy and the UAT test plan are clearly documented and described to the State and project team. Manage all risks associated with the testing and take preventative action when any risks become unacceptable
• Plan, arrange and control meetings and relations with the State and project team during test planning and throughout subsequent development and testing activities. Take responsibility at a high level for the proper conduct of such relations
• Provide oversight/approval of vendor unit/system integrated test plans and test results
• Preparation/review of test plans
• Preparation/review of test scripts/scenarios
• Preparation/review of test reports
• Check progress against targets, reporting as necessary and taking action to resolve exceptions
• Training and mentoring of testers
