The NC Department of Transportation (NCDOT) is seeking to fill a short term (approx. 12 month) contractor assignment for a DOT-CM Program Manager to manage the day to day operations of the DOT-CM Program for the Enterprise Content Management Project; delivering an Enterprise Content Management solution for NCDOT. 

Project Purpose:
Design and implement an enterprise-wide DOT Content Management system
Improve efficiency in management of documentation (develop, collaborate, review, approve, store, archive, secure, retrieve)
Enable the flexible creation of work flows to route documents through internal and external collaboration and approval processes
Improve internal and external collaboration with the public, industry partners and stakeholders
Improve workflow process, i.e., the creation, sharing, and storage of key business documents
Streamline the document management, electronic records management, content management, and various related DOT processes to maximize NCDOT resources
Unite various ad-hoc document management tools into one comprehensive & integrated system
Integration of Open-Text and SharePoint into the solution
Provide a consistent architectural direction for DOT CM as well as ensure enhancements and expansion of DOT CM does not negatively impact existing business users

Candidates Responsibilities will include but are not limited to:
Architecture of the DOT CM system
Program management
Life cycle management
Prepare and conduct status reporting and executive briefings
Resource management
Risk management and time and cost management
Management of project time lines
Lead technical efforts
Assigning and directing the work of assigned staff - including contractors
Vendor management
 
Required:
Minimum of ten (10) years of IT Project management experience
Minimum of five (5) years of IT Program management experience
Working knowledge of application development in a variety of technical platforms
Planning and management skills, including scope, estimating, budgeting and resource allocation procedures
Strong analytical and conceptual skills
Proven leadership skills including team development and leadership
Positive interpersonal skills
Strong written and verbal communication skills
Knowledge of techniques for planning, monitoring and controlling projects
Strong knowledge of Program & Project Management processes and industry best practices
Demonstrated experience managing application development teams
Microsoft Suite experience (e.g. Word, Excel, PowerPoint)
Excellent organizational and presentation skills
Proven experience managing multiple 3rd party vendor projects
Proven experience managing large projects (>$5M)

PREFERRED:
Strongly prefer PMP Certification
Experience working in Project Management with State or Federal Government
