NC DHHS Office of Medicaid Management Information Systems (MMIS) Services is seeking to fill a short term (approx. 8 month) contractor assignment.. The position requires a results-oriented individual with a strong work ethic, problem solving and analytical skills to ensure that the claims payment and financial system functionality meets State business and technical requirements. The ideal candidate must possess effective written and verbal communication skills. The individual will work with business and technical staff and key stakeholders to evaluate the functional solution designed to support services related to Medicaid, Public Health and Mental Health claims processing.

Necessary Special Qualifications:
The individual will be a member of a team that performs oversight of the Claims Payment and Financial Processing business areas and participates in the total overall design, development, testing, and installation of the Replacement MMIS system. The individual will meet with OMMIS staff, State divisional staff, and Fiscal Agent staff to ensure that business and technical requirements for the business areas are met and that the related solutions are in the best interest of the State and the Project.

This individual will work on a team that will provide oversight and management for Fiscal Agent activities related to these business areas. The individual will review proposed solutions, provide the appropriate direction and determine when division resources are required. The team will review and approve all required Fiscal Agent deliverables for content and format along with completeness, consistency and accuracy during the Design Development and Installation (DDI) phase of the Replacement project. The team will participate in testing activities from test case scenario identification, test case creation, and test case execution. Another major expectation of the position is to support project level ownership for the transition-related activities and deliverables identified for transitioning from the incumbent Fiscal Agent to the replacement Fiscal Agent.
 
Knowledge, Skills, and Abilities Requirements:
• Experience in performing daily activities for diverse project components to complete the design, development, testing, and, installation of large complex information technology projects. 
• Experience and knowledge in enterprise level data conversion from multiple data sources. 
• Working knowledge with systems that support Claims Payment, Financial Transactions and MARS functionality.
• Working knowledge of testing processes and methodologies to include test plan and test case development and, execution; Experience in the review and analysis of test results, and, the approval/disapproval of the executed test plan.
• Strong Business Analytical Skills and Problem Solving 
• Ability to work in a fast-paced environment with concurrent deadlines.
• Demonstrated excellent oral and written communication and interpersonal skills. 
• Proficiency in time and resource management. 
• Proficiency in MS Office including Word, PowerPoint, Excel, and Access. 
• Working knowledge of Medicaid, Public Health, Mental Health or Healthcare business and operations
• Experience desired in MMIS implementations.
• Timely and appropriate responses to issues and inquiries.

Preferred:
* Bachelors degreee in Business, Healthcare or related field preferred
