COBOL Programmer with EASYTRIEVE, JCL, CICS, DB2, mainframe data migration, ETL (Oracle/SQLServer/DB2) and tax/government experience

Duration: 6 months
The NC Department of Revenue is seeking a short term approx. (6 month) contractor to serve as programming lead for the Data Conversion effort for the mainframe based legacy tax management system (ITAS) as well as NCDOR Technical Lead. Expectations/Responsibilities will include but are not limited to the following:
• Collaborate with other technical teams and staff to develop and execute applications/processes to extract, clean and convert mainframe DB2 based data to a client-server based database
• Provide direct programming support for the NCDOR mainframe based legacy tax management system (ITAS)
• Participate in technical design, development, testing, and implementation
• Maintenance support for the NCDOR mainframe based legacy tax management system (ITAS)
Required:
• Minimum of (10) years’ experience developing/maintaining mainframe based tax management systems using COBOL including Install/1 system management and programming tools
• Minimum of (3) years’ experience with ORACLE, SQL Server, or DB2 using ETL Processes
• Minimum of (10) years’ development experience with COBOL, EASYTRIEVE, JCL, CICS, and DB2 in a mainframe environment
• Minimum of (5) years’ experience in Technical and Functional Requirements documentation
• Excellent oral and written communication skills
• Ability to manage time, milestones and be self-directed
• Previous experience with analysis, design, and coding data conversion programs
• Candidate has knowledge of Integrated Tax Systems
