Techinical Writer with SOP writing, object oriented software design, MS Office and retirement-disability and death benefit-related processing systems experience

The North Carolina Department of State Treasurer’s Retirement Systems Division seeks a technical writer (short term approx. 12 months) to update existing standard operating procedures, create new standard operating procedures and recommend maintenance procedures for the documents.
The selected candidate will be expected to work collaboratively with subject matter experts, trainers, and others as needed to design, develop, deliver and maintain SOPs. The instructional designer will develop subject matter expertise in the North Carolina Retirement Systems and provide end-user support. In addition the candidate will review and assess current SOP formats and tools, and make recommendations for industry standard formats and tools.
Development duties and responsibilities include:
• Design, create, revise and maintain the Division’s Standard Operating Procedures.
• Form a clear understanding of the purpose of the document that needs to be created.
• Gather information from existing process flow documents, and from subject matter experts.
• Draft SOPs and explain in simple language technical ideas that are difficult for the average reader to understand.
• Write the SOP in a concise, step-by-step, easy to read format with appropriate graphics and charts.
• Edit, proofread, and format technical documents for staff, using department-wide editing standards and styles.
• Information presented in an SOP should be conveyed clearly and explicitly to remove any doubt as to what is required.
• Determine if a Supplement/Form or Work Instruction document is needed. WI contains much more detail than an SOP and is created only if very detailed instructions are needed.
• Work with the instructional designer, training team and policy coordinator to ensure that there is alignment between policies and procedures and internal training materials.
Required:
• Highly organized, big-picture logical thinker who can also drill down to fine detail.
• Advanced ability to grasp, synthesize and organize complex technical information.
• Ability to transform technical jargon into simple language.
• Comfortable with and desire to work with retirement- disability and death benefit-related processing systems in a high-volume processing environment.
• Previous experience in at least one system implementation technology project.
• Basic project management.
Work environment is fast-paced, and integrated. Work requires daily collaborative interaction and flexibility. Candidate must be a highly-dependable, results-oriented training professional who can work with minimal supervision, deliver to schedule and handle multiple projects concurrently.
• Bachelor''''s degree; equivalent experience may be accepted in lieu of degree
• Minimum of five (5) years of Technical Writer or Documentation Specialist experience
• Good verbal and written communication skills
• Technical writing and research abilities
• Knowledge of object oriented software design
• Ability to handle multiple tasks effectively
• Ability to work independently with minimal supervision and as part of a team
• Ability to gain internal support and establish a solid working relationship with peers and management
• Strong working knowledge of Microsoft Office
• Experience and proficiency with required technical skills
• Advanced ability to grasp, synthesize and organize complex business and benefit-related information
• Comfortable with and desire to work with retirement- disability and death benefit-related processing systems in a high-volume processing environment
• Experienced with working with teams
