Project Manager (PMP) with SDLC/Network management and tax/finance/government experience

Location: Columbia SC
Duration: 12 Months

Under limited supervision reporting to the Client IRM Management, serves as a Project Manager responsible for the coordination of specific IRM Infrastructure projects or noted activities. Plans, directs, and coordinates one to three teams of analysts, technicians, and users engaged in designing, procuring, testing, and implementing Client initiatives. Ensures that Client projects are delivered on time, within budget, and according to customer requirements. Assists Agency management and project stakeholders in information technology planning related to the Client program. The contractor is required to follow Client’s project management methodology

Specific Duties and Responsibilities: 
1. Serves as project manager for specific South Carolina DOR projects and activities; works with Client IRM Management on priorities and timeframes of projects; manages resources assigned to projects; coordinates interaction between interrelated project teams; reviews and assesses progress of SCDOR projects and activities and takes corrective action where necessary.
2. Clarifies expectations and defines requirements. Directs the work activities and priorities of team leaders, architects, consultants, analysts, and technicians engaged in design, procurement, testing, and implementation of Client projects and activities. Responsible for providing feedback to Client Management on staff selection, assignment, training, development, and performance related to Client.
3. Serves as primary contact person for Client project stakeholders and contractors to resolve day-to-day issues, process change requests, and manage schedules for Client project and activities. Escalates to the Client Management and Project Sponsors any issues, change requests, and schedule impacts.
4. Coordinates with agency management and resources responsible for ongoing maintenance and support of Client components post-implementation as needed for knowledge transfer and for coordination with new Client implementation.
5. Estimate, track and report on costs, including potential hard dollar, and internal Client personnel hours and partner agency personnel hours, and resulting earned value. Reports regularly to Management and Sponsor, including project accomplishments, issues, risks, and financials. Serves as project advisor to Client IRM Management, Project Sponsors, and Steering Committee.
6. Document expected benefits, such as reduction in cycle time, personnel savings, and any hard dollar savings for any enhancement requests other than ones mandated by legislation.
7. Performs other duties and special projects as assigned.

SKILLS REQUIRED:
Possess documented experience as a project manager over small-sized projects ($50,000 to $1,000,000). An associate degree in computer science and five years experience in new computer systems development, network management, or related field; or a bachelor’s degree in business administration, computer science, mathematics, statistics, management information science and five years experience in new computer systems development, network management, or related field. Prior experience with, and knowledge of, technical business communications involving field personnel is preferred. Possess the ability to deal effectively with the needs of technical peers, technical and user management, users, vendors, and staff members, and to communicate clearly and effectively in spoken and written form. Prior PMP certification and/or State of SC Project Management Certification. Expired PMP’s to be certified within 6 months of start date.

- Ability to plan, organize, deal effectively with the needs of technical peers, technical and user management, end users, vendors, and staff members
- Must possess excellent writing, editing and proofreading skills.
- Skill in writing original material and in synthesizing, organizing, rewriting, refining, formatting, and editing rough-draft material while maintaining the integrity of the ideas.
- Able to work independently and as part of a team 
- Flexible and easily adapts to changing priorities
