NC DHHS, Office of MMIS Services (OMMISS) is seeking to fill a short term (approx. 12 month) contractor assignment. The selected candidate must be results-oriented with a strong work ethic with the ability to demonstrate excellent IT program management, negotiation, communication, and problem-solving skills. Position will be responsible for working with both senior-level business executives and IT personnel to execute project design, development, and installation activities and manage stakeholder expectations and will report to the Senior Program Manager, Associate Director for the NCMMIS+ Program for assisting with the leadership, direction, and oversight of a team(s) for all IT activities.
The individual will meet with OMMISS staff, State divisional staff, and Fiscal Agent staff to ensure that business and technical requirements for the business areas are met and that the related solutions are in the best interest of the State and the Project.
The ideal candidate should:
* Have the ability to assume an IT management role for the implementation of the Reporting & Analytics and Business Process Automation projects within the NCMMIS+ Program.
* Demonstrated ability to manage internal and external relationships (NC DHHS, vendor, and other State Agencies) and dependencies to ensure successful delivery of the project’s IT components.
* Demonstrated ability to ensure efficient distribution of the initiative’s technical resources.
* Ability to coordinate with business executives the initiation of continuation of IT projects based on business requirements
* Demonstrated ability of responsibility for the establishment and execution of adequate project management controls for the initiative based on industry accepted methodologies and standards, as required by the State’s Project Portfolio Management Workflow process and NC DHHS. The controls include the responsibility to monitor and control cost, schedule, performance and risk; to ensure quality and security; and to perform administrative functions.
Required Skills:
• Minimum of 5 years of program management experience, managing multiple complex IT projects executing concurrently
• Minimum of 5 years of progressive experience managing large-scale, complex IT projects, supervising the implementation of information systems
• Specific experience with project management methodologies and working in an environment consisting of multiple vendors
• Experience in the use of the North Carolina Enterprise Project Management Office (EPMO) Project Portfolio Management (PPM) tool required
• Strong leadership qualities with superb interpersonal and client relationship skills
• It acumen with strong strategic visioning, tactical planning and understanding of government and organizational policies
• Demonstrated program management skills and ability to execute multiple concurrent objectives while partnering with business resources, vendors and third-party consultants to deliver required project results
• Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability
• Strong communication, negotiation and influencing capabilities
• Demonstrated vendor/contract management skills
• Excellent computer skills including ability to use PPM tool and Microsoft Project
• Ability to manage a diverse workforce.
