SC Agency requires an experienced SharePoint Web Developer/Administrator to implement a web portal solution that will provide workflow tracking and data upload capabilities in support of SC Agency’s LADC program. It is expected that the desired solution will work in both internet and intranet environments, providing local agencies with the ability to upload data and track progress of the LADC program via the internet, while SC Agency staff will use the desired solution to assign work and track progress through the entire LADC data QA/QC processes. Experience interfacing SharePoint with Enterprises databases (Oracle) is required.

SC Agency desires a suite of data submission and quality control applications that will allow SC Agency to incorporate Geographic Information Systems (GIS) road layers from County Governments and Councils of Government (COG), hereafter referred to as “Local Agency Data”, into SC Agency’s Enterprise GIS System and Roadway Information Management System (RIMS). Currently, local agency data is not standardized and is collected by SC Agency on an ad-hoc basis, therefore resulting in discrepancies between the local agencies and SC Agency’s statewide GIS databases. SC Agency’s desired solution will provide a mechanism for local agencies to submit data to SC Agency, data processing routines to assimilate local agency data to SC Agency standards, quality control procedures to identify spatial discrepancies and RIMS compliance, and data processing to prepare import files for the RIMS and GIS systems.

The Contractor will develop a solution that meets the following requirements:
Provide a methodology that local agencies will use to submit GIS data to SC Agency. 
Automatic notifications to SC Agency staff that new data has been uploaded.
Quality Assurance and Quality Control (QA/QC) process to identify non-compliance with SC Agency’s GIS and RIMS applications. 
Generate error reports to document data discrepancies. 
Data formatting and uploading processes for incorporation into SC Agency’s GIS and RIMS applications.
