The client  is seeking a short term (approx. 12 month) contractor to provide Computer Programming Services. This position will assist with the architecture, design, development, modification, testing, and implementation of the web-based Division of Social Services Crisis Intervention Program system. All changes to this application and its infrastructure must be addressed in a professional manner using the System Development Life Cycle methodology to ensure success and to meet the business needs of the Division of Social Services.

Additional responsibilities include:

• Architecture, solutions design, and hands-on development

• Develop technical recommendations

• Implement policy and standards relating to the design, creation, security and recovery for web-based applications

• Adhere to application development frameworks to ensure reusability, maintainability, extensibility and reliability 

• System assessment

• Performance monitoring

• Provision of optimum quality services to clients

• Ensuring clients’ business needs are met

• Status reporting

• Project monitoring for quality assurance

• Adhering to procedures

• Exhibit a sense of urgency, independently identify options, develop solutions, taking action responding to customer needs

 

Required: 

• Minimum of (8) years experience in Classic ASP and .net technologies to architect, design, and code current web-based and possibly uplift to next generation web-based system

• Experience in web-based system design, development and support 

• Strong technical exp in the following specialized areas of application system programming: Classic ASP, VB Script, Java Script, HTML, DHTML, CSS, ASP.NET 4.0 or later, Visual Studio.NET 2008 or above, C#.NET, Team Foundation Server, SVN, MS Sql Server 2008 or later, web-related technologies (including XML, HTML, CSS, VBScript, JavaScript, IIS) 

• Must be well versed in designing MS SQL databases, MS Sql Server Stored Procedures, SQL Server Reporting Services (SSRS) and SQL Server Integration Services (SSIS) 

• Knowledge and experience in Web Service standards (SOAP, UDDI, WSDL)

• Demonstrated ability to work directly with client to develop relationships/partnerships

• Excellent communication, analytical and organization skills

• Ability to translate business and technical ideas and issues into clear and concise language to both technical personnel and non-IT business users 

• Demonstrated ability to work independently and perform job with minimal supervision with the ability to prioritize, and follow complex and/or detailed technical procedures

• Demonstrated skill in preparing implementation plans to multiple platforms

Preferred Experience/Skills:

• WCF, web services, JQuery, .Net Membership Providers and LINQ

• Designing & working with n-tier architectures (UI, Business Logic Layer, Data Access Layer) 

• Service-oriented architectures (SOA)

• Object-Oriented Programming
