Scope of Work
1) The consultant must be able to recommend creative designs and develop programs required to redesign the client Web site in order to achieve a clean, crisp appearance. This will include recommending a new color scheme, the appropriate number of links from the main page (to reduce clutter), the positioning/location of these links on the main page (to reduce/eliminate the need for scrolling to find important links), etc. This design should be simple and should be used throughout the Web site.
2) The consultant must also be able to recommend/develop a visually appealing and well organized approach that allows citizens to easily and quickly navigate (e.g. by subject, by user, by program, etc.) the Web site to locate additional information, applications and resources on second, third and fourth tier pages. This will also include recommendations for the use of a drop-down boxes, radio buttons, navigation menus, alphabetical indices, site map, etc.
3) The consultant shall recommend and assist in the development of a visually appealing means to highlight key programs within the client including, but not limited to, Unclaimed Property, the College 529 Program, the Retirement Commission, government transparency, and the Treasurer's travel, work and meeting schedules.
4) One of the Treasurer's primary interests is to provide transparency of the work being performed by the client. The consultant must recommend and assist in the development of a means to display meeting, calendars, travel schedules, program results (amount of unclaimed property distributed to citizens each month), etc.
5) The consultant shall develop programs in a manner that (such as scrolling banners, rotating pictures, videos, etc.) allows client to highlight recent addition and changes to the Web Site, upcoming events, etc. that may be of interest to citizens accessing the Web site.
6) The consultant shall recommend/provide a means to include/post videos and pictures directly on the new client Web Site.
7) The consultant shall recommend/provide a means to improve the search capability on the Web site, and to better organize external links to other Web sites.
8) The consultant must have knowledge to develop programs that allow access of new client Web site from multiple types of electronic devices to have information and data retrieved and displayed in a format that fits the viewing area of the device being utilized.
9) The consultant must assist in providing direction and in the creation of the technical environment - include the selection (e.g. open source) and installation of the operating software - on which the Web site will be housed and operated. These recommendations for the technical environment must specifically address privacy issues and security of the new Web site.
10) The consultant must make recommendations concerning the use of tools such as chats, blogs, online feedback forms, email, etc. to foster citizen interaction and participation.
11) The consultant must be able to create programs in a manner to allow client staff to change the primary message/focus of the Web Site from week to week or on an as needed basis - in order to make precise, timely and relevant information available to citizens.
12) The consultant will recommend how to reorganize/best utilize the data and information on the existing Web site and to transition this data/information to the new Web site.
13) The consultant shall assist the client in creating applications to manually and/or electronically load data to create and post charts, graphs, and columns/rows of data to the client Web Site. This must a simple process that can be easily managed/maintained by the client staff.
14) The consultant will ensure that all development is fully compliant with state and federal 508 requirements.
15) The consultant must develop programs that provide expanded access/use of social media in an effort to promote, attract and retain additional users/audiences to the client Web site.
16) The consultant must assist in training for the client staff responsible for the ongoing management and maintenance of the Web Site.
17) The consultant shall provide creative concept development for one or more of the client's programs and work with the appropriate client staff to make recommendation for adding new content and information.
18) The consultant shall be/become knowledgeable of the South Carolina State government and shall make recommendations to the client to support coordination with and linking to other government programs and data.
19) The client staff involved in the ongoing maintenance/management of the Web site will be included in all design and development activities performed by the consultants.
