Data Governance SME with BI, DQM, Metadata Management, MDM and eduation/government experience

Scope of Project: Client has both immediate and ongoing need for Data Governance expertise. Data governance knowledge and experience are necessary to support the Client Statewide Longitudinal Data Systems (SLDS) grant project and to support the agency wide data governance activities which are being led by the Client Office of Research and Data Analysis (ORDA) and the Client Chief Information Office (CIO). We are particularly looking for a Subject Matter Expert (SME) who has knowledge and experience with both developing and implementing Data Governance policies and procedures in an education organization. This position is responsible for requirements gathering, gap analysis, synthesis and development of an enterprise data governance roadmap for Client. The Data Governance Subject Matter Expert (SME) will produce pieces of or all of the documentation necessary to support adoption, implementation and operation of Client data governance. In addition, the Data Governance SME will participate in the implementation of the developed data governance policies and procedures in conjunction with key Client personnel.

DAILY DUTIES / RESPONSIBILITIES:
1. Gather baseline requirements and define an enterprise roadmap for implementation of key components of a Data Governance structure, policies and procedures for Client.
2. Create and deliver an enterprise roadmap and supporting documents for Data Governance, that define the roles and responsibilities of a Data Governance Hierarchy, required resources, tool categories, and proposed implementation schedule (high level time-line, and high level resource requirements) , based on the gathered requirements.
3. As part of Data Governance roadmap creation activities, address both current issues with and plans to remediate concerns with Client’s data collection, storage, access, analysis and reporting of enterprise data, with regard to the following functions: Business Intelligence (BI); Data Quality Management (DQM); Metadata Management (MM); Master Data Management (MDM) - Security, Roles, Policy, Procedures; and Change Management (CM) – including, for example, Communication and Training for the enterprise about enterprise data.
4. Interact with Client resources at all levels spanning all major functions of the agency. The SME will be required to play a leading role in producing the initial outcome of a phased implementation of an Enterprise Data Governance Structure for Client.
5. Act as liaison with Client partner agencies by communicating Client data governance strategy, plan, and policies, facilitating partner agencies to provide input, feedback and agreement on interagency data governance (structure, policies, procedures and best practices), and assisting partner agencies with understanding and implementing any required changes to their data governance policies and practices.
6. Create documentation and onboarding materials for successful transition of Data Governance activities to a new Client employee who will be hired to assume responsibility for Data Governance.
7. Report progress weekly to Client management and project manager.
