Business Analyst with QA Testin, HP/Mercury LoadRunner, Oracle, TOAD and Java/web environments experience

The Department of Commerce (DOC) is seeking to fill a short term (6 month) contractor assignment to provide Computer Systems Analysis Services to support Workers’ Compensation. This position will serve as a team member sharing responsibility for the on-going development and technical support of the Comprehensive Case Management System. The Business Analyst (BA) is the primary liaison between stakeholders and IT personnel whose responsibility is to elicit, analyze, communicate and validate requirements for business processes, policies and information systems. This position is to translate the organization’s directions, needs and processes into functional requirements. The BA also investigates technology alternatives, and recommends system solutions; actively participates in all phases of the systems development life cycle; and establishes collaborative and effective partnerships with key business representatives.
The Business Analyst will report directly to the NCIC CIO.
Expectations and Responsibilities include:
- Lead and participate in requirements gathering sessions with stakeholders
- Effectively translate and communicate business needs into technical functional requirements and specifications for the development team
- Communicate with non-technical audiences
- Develop and implement internal and external workflows
- Meet with the business subject matter experts to ensure requirements meet expectations
- Create specifications for systems to meet business requirements
- Assist in the writing of the test plan
- Write test cases and scripts, and conduct functional testing to ensure the application meets the functional requirements
- Document software defects
- Conduct defect disposition meetings
- Work with agency staff to develop test plans and ensure successful testing and validation of all developed solutions
- Assist the team members with issue and risk identification, and change request management
- Perform analysis and feasibility studies in order to identify financial impact, user efficiency and omissions or errors in new business requirements
- Make recommendations based on analysis and feasibility studies
- Interface with and serve as liaison to staff regarding special requests and operational issues as they arise
- Conduct presentations to both internal users and external users
- Develop technical documentation that will be referenced for support of the delivered solution and subsequent enhancements
Required:

- Excellent verbal and written communication skills
- Ability to develop technical documentation
- Independent; self-starter having proven experience working successfully in a team environment.
Preferred Experience:
- Working in a Java or web development environment
- Oracle database
- Using automated test tools such as HP (formerly Mercury); and TOAD or similar software.
