Location: Columbia SC
Duration: 3 Months 

Specific Duties and Responsibilities:
1. Analyzes and evaluates existing policies, programs, plans, systems, operations, procedures, and documents to develop improvements in efficiency, effectiveness, and productivity, and to remove barriers to SC e-gov implementation. Conducts reviews to determine means of cost reduction or avoidance and prepares cost comparisons, cost/benefit analyses, etc. Also provides relevant information for management decisions.

c. Develop and execute test matrices
d. Develop training materials and conduct classes
2. Conducts special projects recommending program enhancements, process improvements, and procedural changes which impact the SC program and/or supporting multiagency systems and operations. Studies include operational audits, management surveys, and systems development projects. Position will specialize in the business analysis to support electronic government (e-gov) development and enhancement.
3. Provides management consultant services to SC Department management and resolves problems independently or as a member of a project team. Assists or works independently in evaluation of productivity levels and development of SC program performance goals and quality improvements.
4. Prepares correspondence, various types of reports, and statistical data.
5. Performs related duties as required.

SKILLS REQUIRED:
BA must have experience working with Federal and or state agencies. Specifically Employment, Revenue, Secretary of State. Also must have experience with Ecommerce.
- Ability to plan, organize, deal effectively with the needs of technical peers, technical and user management, end users, vendors, and staff members
- Must possess excellent writing, editing and proofreading skills.
- Skill in writing original material and in synthesizing, organizing, rewriting, refining, formatting, and editing rough-draft material while maintaining the integrity of the ideas.
- Able to work independently and as part of a team
- Flexible and easily adapts to changing priorities
