Software Configuration Administrator with Curam, CollabNet TeamForge/JIRA/ClearQuest/Bugzilla, Subversion, Linux/shell scripting, Python/Perl/Ant, FileNet and NC/government experience

The NC Department of Health and Human Services seeks a Software Configuration Administrator resource to assist with configuration management for NC Families Accessing Services through Technology (NC FAST) using CĂșram Software. The candidate will develop, maintain and be responsible for overall configuration management of the product software baselines, documentation, and development environment, and for the management of the software project repositories for the Health Benefit Exchange (HBE) project. The candidate will be responsible for creation and establishment of the appropriate project(s) software configuration environment, is responsible to ensure compliance with higher order data and configuration management directives, and is responsible for assisting in the development of the Configuration Management procedures, maintenance of Change Request records and maintenance of the Configuration Management Plan for HBE. Candidate will also act as the primary liaison between NC FAST Program management and other functional groups to resolve any issues regarding configuration management documentation, and works on complex problems and plans. This position will also have secondary administrative responsibilities for the NC FAST FileNet document management system. The candidate will use excellent communication skills to develop plans, procedures, and information relevant to maximum productivity and quality assurance that includes but is not limited to sharing project status, issues, risks, and change management activities.
Knowledge, Skills, and Abilities Requirements:
* Minimum of five (5) years of Administration experience with one of the following: CollabNet TeamForge 5.x, JIRA, ClearQuest or Bugzilla
* Minimum of five (5) years of Subversion Administration experience
* Minimum of three (3) years of experience working with Windows, Red Hat Linux, shell scripting and either Python or Perl/Ant.
* High degree of technical knowledge with significant practical experience in information systems activities such as systems analysis, systems design, programming and implementation.
* Experience with a structured systems/software developmental life cycle (SDLC) associated with application development (custom distributed, COTS implementation, mainframe based, client/server based).
* Must be able to support parallel development project teams.
* Must have the ability to develop and maintain effective relationships with all stakeholders and work with diverse/varied functional users.
* Must interact effectively with highly technical personnel and translate and communicate highly technical concepts, plans and procedures to both technical personnel and not-IT business users.
* Subversion Administration experience, as well as experience in designing version control strategies using Subversion to support multi-project parallel development
* In-depth knowledge of Branching, Merging, Baselining, build and patch strategies in Subversion.
Preferred:
* Extensive administration experience with JIRA 5.x
* Prefer FileNet administration experience.
* Experience with North Carolina DHHS IT Functions
