Required skills and abilities:
• Minimum of seven (7) years’ experience developing n-tiered Web Applications in ASP.Net/C#
• Minimum of five (5) years’ experience with architecture and design of enterprise n-tiered web applications
• Hands-on experience using MVC
• Strong knowledge of databases (MS SQL or Oracle) and database design
• Ability to convey clearly, verbal and written, information to individuals or groups 
• Bachelor’s Degree in Computer Science, Computer Engineering, or equivalent
 
The NC Department of Transportation (NCDOT) is seeking to fill a short term approx. (12 month) contractor assignment to serve as a senior C# ASP.NET developer. The selected candidate must have at least five years of developing high quality n-tiered web applications and experience with the following technologies: C#, ASP.NET MVC, XHTML, CSS, JavaScript, SOAP, and MS SQL.

The candidate will be involved with NCDOT’s Prioritization Process. The Prioritization Process is a data driven process which drives NCDOT’s 10 Year Work Program. It is a biannual process requiring input from both internal and external partners, and a variety of data sources, formulas, and models to “score” transportation projects quantitatively, and then rank the projects to see which ones provide the best value for the State. Included are highway projects, bike/pedestrian projects, and transit projects. The process was initiated in 2009, and P3.0 is the third generation of the application.

This project will increase the use of technology to display project information, solicit input on needs and rankings, & to disseminate prioritization results. Included technology improvements are the addition of a GIS-based, map-centered planning tool for submitting/viewing/editing projects; a new .NET application for scoring and interfacing with external applications (TRANSCAD and others); a SharePoint site for user collaboration and entry; an automated cost estimation tool; and import/export functionality for all components.

In addition the candidate will work within a team to design, develop, document, and code web applications and will develop new features for existing products as well as implement new products. This position will be responsible for architecture that adheres to proven principles, minimizes costs and maintenance, and promoting usability and extensibility
