The Department of Health and Human Services (DHHS) is seeking a short term (approx. 12 months) Lead Analyst for the Transition to Community Living project for the Division of Information Resource Management (DIRM). This resource will provide senior-level systems analysis, business analysis, modeling and programming for primarily web applications and conversion from MS Access database to a SQL server database environment. The selected candidate must be a results-oriented individual with a very strong work ethic and must be able to demonstrate excellent analytical, application design, application development, testing, implementation, communication and problem-solving skills. This position will be responsible for working with both business clients and IT personnel to execute project requirements and deliver stakeholder expectations and will assume a lead project analysis/developer role for the Transition to Community Living implementation project. The project is a multi-division initiative and will require coordination between the various business processes of the divisions.
The project team will focus on the implementation of a tracking system, leveraging data from existing systems as well as expanding on the capture of additional required data elements, to comply with the U.S. Department of Justice settlement with the North Carolina Department of Health and Human Services (NC DHHS). The settlement requires transition to community living planning and implementation for the severely mentally ill and the severely and persistently mentally ill from Adult Care Homes or state psychiatric hospitals. The selected candidate will manage the day to day activities for the design, development and implementation of the Tracking and Reporting system to support the business initiative.
Required Skills:
* Minimum six (6) years of developing web applications and user interfaces
* Demonstrated oral and written communication skills
* Demonstrated ability to work either in a team environment or independently
* Hands on experience with requirements gathering and validation, estimating tasks schedule, developing code, testing, and implementations.
* Hands on experience with HTML, DHTML, HTTP, XML, CSS and JavaScript
* Hands on experience with web services standards SOAP, UDDI, WSDL and Web Services
* Hands on experience with Microsoft IIS and Server Management
* Hands on experience with Microsoft SQL Server Reporting or Crystal Reports
* Hands on experience with Microsoft Access, Excel and Word
Preferred Skills:
* Technical architecture/infrastructure knowledge and experience
* Demonstrated technical expertise in multi-platform environments
* Experience with Source Control tools such as Subversion
* Experience with State Government IT initiatives especially within the Health Care/Mental Health arena
Education & Training:
A minimum of 2 year degree in Information Technology or a 2 year degree with experience in the required information technology area(s)
