COBOL Programmer with Business Analysis, CICS, DB2, JCL, MS Office, Sapiens eMerge and SharePoint experience

Location:   Raleigh, NC 
Duration: 12 months
 
The North Carolina Department of Transportation (NCDOT) is seeking a Programmer/Analyst contractor for an approximately 12 month engagement on the Departments LITES Audit project. This project modifies the Liability Insurance Tracking and Enforcement System (LITES) to be compliant with current statute that includes COBOL, CICS, DB2 and JCL components. All application modifications will be developed in-house. The Analyst will be responsible for creating requirements documentation, assisting with detail design activities, developing program specifications, coding/unit testing program changes and assisting as needed with user acceptance testing and user documentation. The individual must have proven experience with use cases and requirements development, project documentation, technical specifications and developing test documents.
 
Required skills:
• Minimum of 5 years’ experience working with use cases and other business analyst tasks.
• Minimum of 5 years’ experience working in application development using COBOL, CICS, DB2, and JCL.
• Strong understanding of SDLC methodologies.
• Strong, demonstrated documentation skills (business cases and requirements, project documentation, technical specifications)
• Strong analytical and organizational skills.
• Strong written and verbal communication skills for addressing both business and technical audiences.
• Demonstrated experience working with complex business applications across technologies.
• Experience with Microsoft products (e.g., Word, Excel, Visio).
• Ability to manage own work and meet a pre-determined schedule of deliverables.
• Ability to handle multiple tasks at a given time.

Additional Preferred Skills:
• Familiarity with Sapiens eMerge.
• Familiarity with SharePoint.
• Understanding of change management.
• Understanding of risk analysis.
